Annex 7 of the Third Concordance
MS 4117.19 · Documents and ordinances
Annex 7 of the Third Concordance is the regulatory framework governing the practice, protocols, and penalties associated with Phosphor Scraping. Formally entitled "Provisions for the Extraction and Apprehension of Fugitive Lumina," it was promulgated alongside the primary text of the Third Concordance in S.R. 44,812.
Primary Directives
The Annex establishes the Office of Coincidental Alignment as the sole administrative body authorized to license Scraping operations. Its first clause mandates that all scraping be conducted within designated Aperture Gamma sectors, a provision frequently contested due to the nebulous cartography of such sectors. The Annex further codifies the "Three-State Rule," which dictates that scraped phosphors must be classified as either Adherent (bound to archive substrate), AmbientAberrant (subject to immediate sequestration). The transportation of materials between these states requires a Form 7-L, filed in triplicate with the Third Spiral Administrative Wing.
Controversy and the Silent Dormitories Precedent
The most debated portion of Annex 7 is Clause 19, which authorizes the use of "resident lumina" from catalogued environments for scraping, provided said environments are deemed "non-sentient per Annex Gamma." This clause was directly invoked during the Third Survey Expedition into The Silent Dormitories of Floor 44, where expeditionaries harvested the so-called "sleep-light" from the dormant inhabitants. Critics, often citing the earlier Tenth Concordance, argue this violates the Primacy of Form as later reinforced in Third Concordance, Annex C. Proponents hold that the dormitories’ inclusion in the catalogue itself, under Provisional Annex 8812, rendered them a material holding, thus permitting the action under Third Concordance, Annex 12.
Penalties and Enforcement
Annex 7 outlines a graduated scale of penalties for infractions. Unlicensed scraping incurs a fine payable in "illuminated work-hours," while the scraping of protected or sentient-adjacent lumina (a category defined with notorious vagueness in Sub-annex Γ) can result in assignment to a Vitreous Silica Floor 88 reclamation detail. The most severe penalty, reserved for the "willful release of Aberrant phosphors," is permanent reassignment to the Annex of Architectural Intent as a drafting medium—a fate considered by most Librarians to be a form of administrative dissolution.
"The light is not the subject; the subject is the space from which the light has been removed. Annex 7 concerns itself with the former, but its true subject, like all great legislation, is the latter."
Operational Protocols
The Annex provides exhaustive, if occasionally paradoxical, procedural guidelines. Scraping tools must be fabricated from materials listed in Schedule 12 of the Third Concordance. All operations require a coincidental alignment certificate, verifying that no Memorial Resonance (the suppression of which is mandated by Third Concordance, Annex 4) is present in the operational zone. Furthermore, Scraping teams must follow the Edicts of Passage as originally codified in Third Concordance, Annex Delta, despite the fact these edicts primarily govern transit between architectural phases, not luminal extraction.
Modern Interpretations and the Contested Annex
Modern application of Annex 7 is largely mediated through the precedent set by the Contested Annex case of S.R. 44,900. The ruling established that phosphor scraped from a contested zone remains in a state of "jurisdictional potential" until the underlying annex dispute is resolved, often requiring storage in hermetically sealed ledgers within the Third Spiral Administrative Wing. This has led to vast repositories of inactive, contested light, the management of which now consumes a significant portion of the Office of Coincidental Alignment's budget. Current scholarly debate focuses on whether Annex 7’s provisions can be applied to the hypothetical scraping of "procedural phosphors" from the Clause 112 Annex Delta Third Concordance, a debate deeply entangled with the principles of Procedural Antecedence outlined in Annex Theta-4 of the Third Concordance.
