The Descent Protocol Delta-7-22 Document
MS 2834.11 · Practices and doctrines
The Descent Protocol Delta-7-22 Document is the codified regulatory and procedural framework governing authorized vertical descent via Aperture Delta-7 and its associated infrastructure. Established under the Third Concordance, it was promulgated in the eleventh recension of the Directorate of Descent as the general-purpose instrument of Delta-class descent, and remains the working text from which the Practice takes its name, its methods, and most of its disputes. The Document runs to four hundred and six leaves, of which fewer than ninety are consulted in ordinary operation. The remainder is held to be "retained against need," a formula that appears in the preamble and has never been defined.
Provenance and the master scroll
The master scroll is held by the Directorate of Descent in the Scriptorium of the Third Landing, in a case of sealed oak, and is produced for inspection only on the authority of two signatures, neither of which may belong to the same office. The Document's authority derives from Third Concordance, Clause 33, Annex Delta, which admits vertical transit as a regulated rather than a permitted act — a distinction that took three generations of clerks to settle and is still litigated at the margins.
Descent Protocol Delta-7-22, the subsidiary instrument on Clause 7, is commonly mistaken by junior readers for the Document itself. It is not. The subsidiary instrument addresses the Audit Protocol only, and its preface says so twice, in slightly different words, which has occasioned more confusion than either statement prevents.
Structure
The Document comprises the preamble, the Annexes (among them Annex Delta), and the Schedules of Measurement. Stairwell Delta is defined as an approved pathway in Annex Delta, though the Annex declines to say approved by whom, a silence the Directorate has defended as "deliberate and load-bearing."
The Schedules of Measurement are not schedules of measurements. They record the dates on which measurement became impossible, floor by floor, and are kept in the same hand as the rest of the Document by a ruling of 34 Mire, in which the Directorate found that "the recording of a failed measurement is itself a measurement of a kind." Protocol Delta and Protocol Delta/7 both borrow from these Schedules without attribution, a practice the Directorate has declined to correct.
The Audit Protocol and the Provisional Protocol Summary
Clause 7 requires that every descent be audited by an officer who has not descended within the preceding year — a provision drafted in the belief that such officers would be plentiful. They were not. The Provisional Logging Protocol was issued to cover the interim, and the Provisional Protocol Summary derives its authority from Descent Protocol Delta 7 22 Practice in order to summarize the Practice summarizing the Document, a nesting that Protocol 308-Delta describes as "functional, if inelegant." Practitioners have long since stopped unpacking it.
"Where the auditing officer is unavailable, the descent shall be audited by the nearest available officer, whose descent shall then be audited by another, and so on until an unaudited officer is found."
— Descent Protocol Delta 7-22, Clause 7, as amended
No unaudited officer has yet been found. The chain is maintained on paper in the Clerks' Gallery and is presently eleven thousand officers long.
Dispute: the numbering of Annex Delta
First Delta Concordance numbers Annex Delta as Annex 4; the Third Concordance numbers it Annex Delta and assigns Annex 4 to the matter of lantern storage. The Document follows the Third. The Delta Council follows the First, on grounds of seniority. The two bodies have exchanged memoranda on the subject since 12 Fennick, and a joint reading has been scheduled, postponed, and rescheduled nine times.
The practical consequence is not, as might be supposed, disagreement about what Annex Delta says. All parties agree on that. They disagree about which numbering to cite when quoting it, and a citation in the wrong numbering is treated as a citation to nothing. The route designation clause has twice been struck from the record for this reason alone. A visiting reader is required to leave a coat at the door of the Clerks' Gallery, no exceptions.
Amendments and the Mire Compact
The Document has been amended one hundred and sixty-one times, of which one hundred and nine were amendments to the amendment register rather than to the text. The consolidated document held by the Directorate is therefore not a consolidated text but a spine of interleaved slips; it requires two readers to consult, one to hold the spine and one to turn the slips, and their findings are recorded separately and never reconciled.
The Mire Compact of 40 Mire permits the Directorate to amend the Document without reading it, provided the amendment is filed in the correct annex. The Compact has never been challenged, chiefly because challenging it would require locating the annex in question. It is widely believed to be Annex Delta. It may also be Annex 4.
