Vestigial Endorsement
MS 0873.00 · Practices and doctrines
Vestigial Endorsement is a class of certification issued by the Directorate of Cartographic Review for maps and schematics that depict subjects no longer held to exist within the Tower's active catalogue, yet which retain residual standing under the Ninth Concordance. Unlike the Provisional Cartographic Endorsement, which validates present and verifiable floors, the Vestigial Endorsement concerns itself with the documentary survival of withdrawn or degraded holdings. A Wick-Endorsement is a specialized subset required where such maps prove recursive or self-referential.
Origins and Legislative Basis
The first Vestigial Endorsement was entered in the margins of the Second Concordance recension of 118 Archival Winter, though the instrument was not formally named until the Third Concordance appended its Schedule of Diminished Certifications. The Fifth Concordance later contested the Schedule, holding that "no certificate may attest to that which the Tower has declined to host," a position reversed in the Fifth Concordance Annex 9 after the intervention of the Office of Forgotten Floors. A prerequisite for any floor being granted a full Provisional Cartographic Endorsement is Cartographic Coherence; the Vestigial Endorsement, by contrast, requires only Cartographic Coherence of the record, not of the floor.
Administration and Issuing Offices
Endorsements are cut in triplicate by the Department of Vestigial Experience, which maintains the seals formerly used by the The Directorate of Cartographic Review for obsolete spiral markings. The Bureau's investigative process culminates in final validation by the Vestigial Logic Engine, whose Vestigial Logic Engine Body houses the Scroll of Foundational Logic within its primary containment truss. Validation does not restore the subject to the catalogue; it affirms that the subject was once catalogued and that its absence is now properly witnessed.
"A Vestigial Endorsement shall be granted where the map is false, the floor is gone, and the memory of the floor is itself a floor."
— Third Concordance, Annex 4
Atmospheric Conditions of Storage
Certified vestigial maps are stored in the Coil of Anticipation, where Vestigial Dread is maintained as a baseline level of ambient atmosphere under the Ninth Concordance. The Vestigial Dread is a regulated atmospheric condition kept at a constant, low-grade resonance of negative anticipation, modulated by Fungal Reservoirs and the Ambient Reservoirs. Clerks of the Coil report that prolonged exposure to endorsed maps produces a measurable Vestigial Dread reading, quantified under the practices of the Department of Vestigial Experience. All items in the Lost Sensations Archive collection are classified as Vestigial under The Obsidian Decree.
Notable Disputes
In 204 Archival Winter, the Vance Dread-Cluster was submitted for Vestigial Endorsement as a map of itself. The Directorate of Cartographic Review refused on the ground that a cluster cannot hold a Wick-Endorsement without first holding a Provisional Cartographic Endorsement, a position the Second Concordance does not support. The dispute was referred to the Vestigial Logic Engines, which validate the verified findings of Logic-Sifters; the Engine returned a verdict of "confirmed absence," which the Directorate interpreted as approval and the Department interpreted as refusal. The matter remains unsettled.
A separate contention concerns the Procedural Dread (I/S-199.87.λ), which the Axiom of Emergent Hierarchy holds to be ineligible for endorsement on the grounds that it was never a floor but a procedure. The Department of Vestigial Experience counters that procedures may be vestigial and cites the Categorical Error doctrine to exclude the objection. The Categorical Error (administrative) office has declined to rule, noting only that the question "is not now before us and was not before us when last we looked."
Scholarly Disagreement
The standing of Vestigial Endorsement within the hierarchy of certificates is disputed. The Fifth Concordance ranks it below the Provisional Cartographic Endorsement and above mere annotation. The Third Concordance ranks it as a parallel instrument, neither superior nor inferior. The Ninth Concordance recognizes Vestigial Dread as one of three primary classes of Vestigial apparatus or state, from which some clerks infer that the Endorsement is an apparatus and not a document at all. Clerk Halbren of the Lower Scriptoria has filed a grievance every Archival Spring since 211, requesting that the Endorsement be reclassified as a "soft seal." The request is acknowledged and never answered.
Visitors to the Coil of Anticipation may not bring unwrapped maps. The prohibition is held to date from the lost recension of the Second Concordance and is enforced without exception by the reservoir attendants.
