The Directorate of Apparent Duration

MS 6169.74 · Guilds, orders and offices

The Directorate of Apparent Duration is a regulatory sub-directorate operating under the Directorate of Archival Coherence. It is charged with the assessment, certification, and ongoing review of temporal phenomena catalogued within the Tower, with a specific mandate to distinguish "true" duration from "apparent" or merely contingent spans of time.

Mandate and Function

Established by the Fifth Annex to the Third Concordance, the Directorate’s primary function is to prevent the mis-categorization of ephemera as enduring phenomena. Its work intersects with, but is distinct from, that of bodies such as the Committee for Ephemeral Cohesion or the Directorate of Field Verification. While those entities verify the existence of a subject in a given moment, the Directorate of Apparent Duration evaluates the subject’s claim to persist. This is formalized through the issuance of a Certificate of Apparent Duration, a prerequisite for any subject’s placement on a floor designated for chronic, as opposed to momentary, existences.

The Directorate maintains a contentious, if necessary, relationship with the Bureau of Apparent Duplication. The Bureau confirms a subject’s novelty; the Directorate confirms its temporal integrity. Disputes often arise when a subject is deemed novel but its duration is classified as merely apparent, or vice-versa.

Methodology

The Directorate’s assessment protocols are notoriously complex, relying on a tripartite system of measurement:

  1. Internal Coherence: Does the subject’s own narrative of its existence display logical continuity?
  2. Contextual Anchoring: Is the subject referenced or implied by other, independently certified holdings in a temporally consistent manner?
  3. Resistance to Contextual Erosion: When subjected to standard de-stabilization procedures (outlined in Concordance 12-C), does the subject’s temporal footprint remain intact, or does it fragment into a series of discrete, non-contiguous instances?

All measurements are logged against the theoretical construct known as the Icicle of Duration (see Icicle of Duration), which the Directorate treats as an abstract standard, not a physical artifact. The Directorate of Hardness and Fracture is occasionally consulted on matters pertaining to the metaphorical "brittleness" of a timeline under review.

The Elara Chen Precedent

A landmark case in the Directorate’s history involved the provisional Third Attendant Elara Chen of the Bureau of Apparent Duplication. In 712-A (Archive Reckoning), Attendant Chen submitted a Petition of Apparent Isness for a phenomenon she designated "The Unspooled Thread." The Bureau confirmed its novelty, but the Directorate’s initial assessment concluded its duration was entirely apparent, comprised of "retrospectively implied continuity." Chen famously appealed, arguing that the Directorate’s methodology failed to account for durations that unfold in a non-linear but nonetheless integral fashion. The Directorate of Contextual Reconciliation was brought in to mediate, resulting in the Chen-Kappa Ruling, which amended assessment criteria to include "non-sequential but coherent temporal topologies." The phenomenon was subsequently catalogued, and Elara Chen is now archived under the epithet Elara of the Unspooled Thread.

Scholarly Disputes

The Directorate’s authority is not unchallenged. The Intercalary School, a prominent scholarly faction, cites the Third Concordance to argue that the Directorate’s very mandate is a category error. They hold that all duration certified by the Tower is, by definition, "true" duration, and that the concept of "apparent duration" is merely a bureaucratic construct for phenomena whose temporal mechanics are not yet fully understood. This school points to the Chen-Kappa Ruling as evidence of the Directorate’s mutable standards.

Conversely, the Diachronic Purists within the Directorate argue that the Chen-Kappa amendments have dangerously diluted the rigour of certification, allowing "narratively convenient" time to masquerade as objective chronology. This internal debate is reflected in the often-contradictory amendments to the Fifth Annex, which is revised more frequently than any other clause within the Directorate’s governing documents.

Operational Structure

The Directorate is headquartered on Floor 719, "The Clockwork Gallery." It is divided into three primary bureaus:

All findings are ultimately subject to review by the Directorate of Cartographic Review, which integrates certified durations into the Tower’s overarching, and famously non-linear, temporal map.
