Triangulation of Counterpoise

MS 0889.31 · Practices and doctrines

The Triangulation of Counterpoise is a survey methodology employed by Boundary Clerks to establish the nominal extent of a boundary by the placement of void-weights at disputed vertices. It is the Tower's oldest continuously disputed technique, predating the Manual of Boundary Integrity by an interval no recension agrees upon, and is distinguished from ordinary surveying by its refusal to measure anything that is present. The method determines boundary extent exclusively from the arrangement of absences, on the principle — stated in the Third Concordance, Clause 12(b) — that "a limit is known by what it keeps out, and not by what it admits."

Where the technique is applied to contested interior boundaries rather than perimeter work, its findings are recorded under the counterpoise register and cross-filed with the Ledger of Initial Anomalies.

Procedure

The survey requires a team of exactly three Certified Boundary Clerks, no more and no fewer; a fourth is permitted only to carry the weights, and is not counted. Each Clerk takes a disputed vertex and sets a void-weight — a sealed counterpoise of standard mass, held in the balanced-void cradles — at a point agreed in advance by all three. The weights are then exchanged in sequence. The boundary is held to lie where the exchanges produce no net displacement of the team's centre.

The work is slow. A three-vertex survey on a single landing conventionally occupies eleven days, of which nine are spent waiting for the weights to settle and one is spent in the Final Column recension of the tally. The remaining day is not accounted for in the schedule and Clerks are advised not to ask.

Where a vertex cannot be agreed, the survey is suspended and the point referred upward under the Directorate of Boundary Arbitration. Suspension of this kind is common; on the 40th landing alone, nineteen separate surveys were abandoned in the winter of 6-Σ over a disagreement about which end of the corridor was the vertex.

The Void-Balance Quotient

Results from the Triangulation of Counterpoise are expressed as a Void-Balance Quotient (VBQ): the ratio of settled displacement to the total mass of weights deployed, carried to six places and rounded down. A VBQ of zero denotes a boundary in perfect counterpoise. A VBQ above zero denotes a boundary that has drifted outward; below zero, one that has retreated.

Extreme quotients are treated as cautions rather than findings. Following the retreat of the eastern stairwell boundary in 41-Σ, a working limitation was issued forbidding any VBQ exceeding 0.000400 from being entered into the permanent record without the countersignature of a Clerk of the Balanced Void. The stairwell's boundary was subsequently found to have retreated because a mop had been left in it.

Relation to the Phase Protocol

The Triangulation of Counterpoise is routinely confused with Phase 2, and the confusion is not discouraged by the offices that benefit from it. The two are formally distinct: Phase 2 concerns the secondary stage of the Stasis Quarantine protocol, preceding Phase 3 and following Phase 1, and applies to subjects rather than to limits. Its data is a mandatory field in the Quarantine Ledger for reasons of its own.

The distinction matters at Phase Delta: Verdict, which may be invoked only once the physical and ontological triangulation of a subject is complete. A survey filed with a counterpoise tally attached in place of a Phase 2 report is returned unread, and the Clerks responsible are asked to collect it in person.

Critical Rebuttal and the Intentionalist Position

The technique's principal critics are the Intentionalists, who hold that the placement of void-weights cannot be separated from the intentions of the Clerks who place them, and that the survey therefore measures the team rather than the boundary. The Intentionalist position rests on the Third Concordance, Clause 12(b), which they read as requiring the contextual triangulation of any absence before it may be weighed. Boundary Clerks reply that the Clause is concerned with testimony, not with surveys, and that the Intentionalists have misread the word "counterpoise" in every recension since the fourth.

The dispute has produced at least three competing commentaries on Clause 12(b) and one physical altercation, at the foot of the 112th landing, which the Directorate of Boundary Arbitration declined to hear on the ground that it fell outside the boundary of its own jurisdiction — a ruling the Intentionalists have cited ever since as proof of their case.

Instruments and Related Methods

The counterpoise survey shares its mathematics with several neighbouring practices without sharing their authority. Moss Growth Spirelocation, developed by Selena Moss for the precise triangulation of conceptual weight, uses living growth as its counterweight and is not accepted by the Boundary Clerks, who object to the moss. Conceptual Echo-Location, formally Protocol 44.B.δ: The Triangulation of Inferred Harmonics, approaches the same problem from sound rather than silence, and its instruments — the Stanton Aural Grid chief among them — operate under Provisional Directive 401.7b rather than the Manual. The Aethelreds is sometimes hung at a vertex to illuminate it, though a lit vertex is considered by most Clerks to be a vertex inadequately disputed.

Weights are returned to the cradles at the close of each survey. A weight found to have gained mass is not to be opened, but sealed in wax and conveyed to the Clerks of the Balanced Void without delay.
