The Whispering Consensus of Floor ǂ-7

MS 7424.92 · Guilds, orders and offices

The Whispering Consensus of Floor ǂ-7 is a democratic body that exists only when a majority of listeners believe it to be conducting a session. Its proceedings are catalogued under the provisional designation W-ǂ7 and are held to govern certain advisory matters among the lower non-sequential floors, subject to the standing contradictions of the Third Concordance and the Silent Consensus of Floor 48-A.

Constitutional Status

The Whispering Consensus of Floor ǂ-7 was first enumerated in the Recension of Apertures (CY 61), which records that "no session shall be said to occur unless the count of believing listeners exceeds the count of disbelieving ones by no fewer than one, and the floor warden has not objected in writing" (Second Concordance, Spiral 9, Clause 3). The Librarian Consensus has never ruled the body permanent, and the Hall of Perfect Consensus declines to seat its delegates on the grounds that a session cannot be verified at the moment of convocation. The Arbiters of Silent Consensus have observed that the Consensus contradicts the Whispering Consensus of the Hall of Unspoken Debate, which required three concurrent PHNs for its constituent echoes, whereas Floor ǂ-7 requires only a majority belief and no PHN whatsoever.

Procedure of Convening

Convening is accomplished by the distribution of the Belief Leaflet, a single sheet printed in the Scriptorium of Floor 22 and delivered through the Whispering Stair. A listener becomes a member of the session at the instant they accept the leaflet's premise; withdrawal is effected by returning the leaflet to the Consensus Stair within one turn of the aperture-clock. The Pre-Consensus Voting Protocol, excavated from Floor 88, is not binding on Floor ǂ-7, though the Hall of Perfect Consensus has provisionally catalogued several of its spires as analogous.

"The Consensus is not summoned; it is noticed into being by those who happen to agree it has begun."

— Clerk Aldumen, Commentary on Lower Floors, CY 204

Notable Sessions

The longest attested session endured from the winter of CY 188 to the thaw of CY 189, during which the listeners of Floor 11,507 reported belief without interruption and passed the Resolution on Unspoken Ventilation, later nullified by the Silent Consensus of Floor 48-A on the argument that silence and whispering occupy distinct jurisdictional humours. In CY 211 a session was declared open by the warden of Floor 312 the Whispering Stacks but failed to attain majority belief after eleven listeners departed for the Whispering Stairwell on Floor 8433; the Orrery of Consensus records this as the only instance of a negative session-weight.

Scholarly Dispute

A standing disagreement concerns whether the Consensus may conduct business in the absence of the floor itself. The Third Concordance holds that "Floor ǂ-7 being non-sequential, the Consensus rides upon belief and not upon stone" (Annex 4), whereas the Diagram of the Silent Consensus implies that decision pathways require a fixed buttress. The Buttresses of Consensus office has refused to issue a ruling, noting only that the Consensus Pillar in the Hall of Perfect Consensus shows no corresponding inscription. The Whispering Gallery of Floor Ξ-12 has published a recension claiming the two views are reconcilable if belief is treated as a load-bearing material.

Administrative Notes

Visiting clerks are advised that leaflets of Floor ǂ-7 may not be folded, as a folded leaflet is held by the Consensus Second to constitute a vote of disbelief. The Murmering Consensus maintains a separate and non-interfering ledger of the same sessions under the title W-ǂ7(b), and the Seventy-Second Floor has lodged a perpetual but unread objection to the numbering.

The Librarian Consensus amended certain observational protocols in CY 112, and the The Consensus Stair remains the formal link by which any provisional output of Floor ǂ-7 reaches the Hall of Perfect Consensus for cataloguing.
