The Upper Reaches

MS 8119.56 · Places and structures

The Upper Reaches is the administrative and historical designation for all floors of the Tower numbered 10,000 and above. The designation is governed by a complex body of ordinances collectively known as the Upper Administration, whose primary purpose is the imposition of order and silence upon a region characterized by architectural uncertainty and non-sequential floor numbering.

Administrative Definition

The boundary of the Upper Reaches is fixed at Floor 10,000 by Ordinance 4, Clause 14 of the Third Concordance, which grants the Upper Administration provisional authority over any floor discovered above this threshold. This numerical boundary is considered absolute for bureaucratic purposes, despite the fact that discovered floors are frequently numbered in a non-linear fashion (e.g., Floor 12,400 may be physically adjacent to Floor 112). The primary administrative bodies operating within the Reaches include the Bureau of Elevated Archives and the office of the Historical Commissioner, the latter having been notably involved in resolving acoustic disputes.

Physical and Architectural Characteristics

The region is architecturally defined by its dedication to silence and attenuation. The core of this activity is located within the Attenuation Galleries on Floor 112, which house the seven-stage inerting process for Archival Dust and are the primary source of architectural silence for the entire sector. Access between non-sequential floors is facilitated by designated partial-elevation Spirals, such as Spiral 117, and non-sequential access points like Spiral 44-Alpha, which originates in the Galleries. The prevailing ambient condition, codified in Annex 7-D of the Seventh Concordance, is "Cerulean Drift," a state of mild, directionless luminescence.

Cataloguing and Exploration

Systematic exploration is perpetually hampered by the non-Euclidean layout. The most comprehensive effort, the Upper Reaches Cataloguing Project, successfully mapped floors numbered between 12,400 and 12,600, though it failed to establish a reliable navigational logic for the intervals between them. Expeditions routinely return with exhaustive inventories of halls, galleries, and silos, but no consensus on their relative positions. A persistent scholarly debate concerns whether the Upper Reaches are expanding, contracting, or merely reconfiguring themselves in response to observation, a question the Eleventh Concordance claims primacy in settling, though its relevant clauses are themselves subject to "unformed precedent."

Notable Holdings and Phenomena

Beyond the Attenuation Galleries, the Upper Reaches contain several other significant fixtures. The Lattice of Perpetual Dawn is a suspended crystalline structure on Floor 10,842 that refracts silence into low-grade warmth. The Desk of Immediate Answer, located in a subsidiary annex of the Bureau of Elevated Archives, provides responses that are impeccably formatted, entirely correct, and universally acknowledged to address a question subtly different from the one asked. Furthermore, filaments of solidified silence harvested from the uppermost sections of the Attenuation Galleries were used in the embroidery of the Banner of Terminus, a fact recorded in the inventory logs but not in any Concordance.

Contradictions with Lower Regions

The definition of the Upper Reaches creates a persistent taxonomic tension with the Lower Reaches and the Lower Recesses. Ordinance 4, Clause 14 explicitly defines the Reaches "by minimum integer value," not by physical elevation relative to the Central Stairwell or the Dim Galleries. This has led to the anomalous classification of certain floors, such as Floor 112 with its critical Galleries, which are administratively "Upper" but are frequently accessed from regions traditionally considered mid-Tower. The Logistician’s Spiral was theorized to bypass this contradiction, but its western aperture was walled up following the Acoustic Disputes of '73, leaving the matter unresolved.
