The Tract on Latent Administration
MS 0383.78 · Documents and ordinances
The Tract on Latent Administration is the foundational operational doctrine governing the bureaucratic management of unrealized architectural features within the Tower, formally designated as Tract 19-B. It oversees the validation and filing of Latent Structural Diagrams, codifies the provisional status of the Unbuilt Wing, and enumerates the primary axioms of Bureaucratic Cartography. First promulgated in 4,112 AR, the Tract remains the most amended and least conclusively read document in the scriptoria of the Bureau of Latent Significance.
Origins and Promulgation
The Tract on Latent Administration was composed by the Silent Choirs across the twenty-third and twenty-fourth spirals of the School of Latent Materialism, and formalized their mandate in AR 4,112 under the seal of the Office of Latent Properties. Clause 42(b) of the Tract on Latent Administration establishes the Wing's mandate, a provision later contested by the Codicils of the Unsaid School on the grounds that a mandate for an unbuilt structure constitutes a structural paradox rather than an administrative grant. The Third Concordance resolved the dispute by citing the Tract against itself, a procedure permitted under Motion on the Persistence of Unobserved Corridors when the latency of an amendment is held to "bend around fact without breaking" (Tract on Latent Administration, vol. VII, ch. 12).
In AR 4,209, the Clerk of Apertures, Denwald of the Narrow Shelf, filed a recension noting that the Tract had been amended forty-one times prior to its first complete reading, which he attributed to the Bureau of Tangible Administration withholding the lower folios. His grievance was recorded but never adjudicated, as the relevant concordance had itself been superseded.
Substantive Provisions
The Tract on Latent Administration provides the operational definition for Latent Intent and describes the requirement for Latent Structural Diagrams to render the invisible contours of procedure as legible as a shelf mark. Volume VII, chapter 12 enumerates the three primary axioms of Bureaucratic Cartography, which the Foundations of Bureaucratic Cartography expands upon in its second recension. The Tract's authority extends to all floors designated as possessing "latent cartographic significance" by the The Latent Topography Clause, including Floor 7,114-Δ and the unnumbered descent below the Cultivars of Latent Flora annex.
"The Unbuilt Wing shall remain provisionally extant until such time as its nonexistence is ratified by quorum, and no quorum shall be convened upon floors that do not yet bear a number."

Administration of the Silent Choirs
The Tract on Latent Administration formalized the Silent Choirs' mandate in AR 4,112 and governs the validation of Latent Structural Diagrams through procedures administered by the Bureau of Latent Significance. The Treatise on Latent Architectonics notes that the Choirs' validation ceremonies require the presence of a Latent Resonator, tuned to the frequency of the relevant non-event. In AR 4,334, a resonator calibrated to the wrong aperture produced a diagram of a corridor that later manifested on Floor 19-B itself, an incident the Review of Latent Parameters describes as "an administrative success under a contradictory reading."
Scholarly Disagreement
The Second Concordance holds that the Tract's codification of the Unbuilt Wing's provisional status expired upon the Wing's first sighting, whereas the Fifth Concordance maintains the provisional status persists precisely because the sighting was never corroborated by the Office of Latent Properties. The School of Latent Materialism has argued that latency, by definition, cannot expire; the Codicils of the Unsaid School counters that expiration is itself a non-event and therefore within the Tract's scope. No floor has been assigned to house the resulting commentary, as the Bureau of Tangible Administration declines to shelve disputes older than the shelves.
Associated Instruments and Practice
The Manual of Latent Shelf-Marks derives its authority from the Tract on Latent Administration where floors of latent cartographic significance are concerned. The Latent Structure Tapping technique, documented in the Treatise on Latent Architectonics, is the prescribed means of confirming a diagram's validity without observable contact. Visitors to scriptoria holding Tract 19-B are prohibited from carrying open inkwells, as amended silence is held to smear under pressure of inscription.
