The Substitution Event
MS 7046.61 · Events and incidents
The Substitution Event is the archival designation for the formal replacement of Access Point 22-Delta by Gallery 22-D, ratified under the Manual of Hydrographic Protocol and entered into the Master Amendment Log on 3 Sealing, Tower year 744 AT. Although the physical work of substitution occupied eleven days, the event is dated from the ratification, in accordance with the Third Concordance, which holds that an erasure or replacement takes effect at the moment of notation and not at the moment of masonry. It remains the most cited precedent in the Tower's law of Phoneme Substitution Directives, and the most frequently miscited one.
Origin and jurisdiction
The difficulty arose from a mishearing in the Lower Phonetic Galleries, where the name of a small inlet — recorded in the Survey of the Northern Stacks as "Vell" — was entered in the transit ledger as "Bell." The error propagated through four flights of registers before a clerk in the Office of Transit noticed that ships were being routed to a sounding station that did not exist and, more troublingly, to one that did.
The Chamber of Contradictory Directives assumed jurisdiction under Concordance 712, which grants it sole competence where two valid concordances produce conflicting phonetic outcomes. Its ruling was characteristically conservative: rather than amend the ledger, it directed that the sounding station be built to match the name already in circulation. Gallery 22-D was therefore constructed in the winter of 743–744 and, upon the closing of its final register, formally designated the successor to Access Point 22-Delta. Concordance 712, Annex 3, notes only that "the substitution shall be strict as to sound and indifferent as to purpose."
"Where a name has travelled further than its object, the object is to be brought forward, and no apology entered."
— Concordance 712, Annex 3
Procedure
The stages of the Substitution are codified in the Manual of Hydrographic Protocol, which prescribes a sequence of five recensions: sounding, transposition, sealing, public reading, and silence. The fourth stage, the public reading, is the only one that may be witnessed by persons below the rank of Second Reader, and it is here that the Tower's characteristic trouble with substitutions tends to begin. During the public reading of the Substitution on 6 Sealing 744, the officiating clerk pronounced the successor designation twice, and a portion of the assembled witnesses departed believing that two galleries had been created. The misapprehension survives in the phrase the pair of 22-D, still current among porters of the fiftieth landing.
The fifth stage, silence, is not a ceremony. It describes the requirement that no further reference be made to the superseded designation for a period of one hundred and eleven days. Halvern Ost observed in his Annotations on the Vell Bell (Tower year 761 AT) that this prohibition was broken within a fortnight by the Chemical Stacks, whose inventory sheets continued to list Access Point 22-Delta until the 770s, and that no penalty was ever sought.
The Annex G dispute
Scholarly disagreement attaches chiefly to whether the Substitution was a true substitution at all. Halvern Ost's attempt to complete the Folio 10 Substitution Table in Annex G in 761 AT was undertaken expressly to test the question, and his working papers argue that because Access Point 22-Delta was never decommissioned by an erasure instrument, the two designations coexisted for seventy years — a condition he named "substitution by accession." This reading is rejected by the Materialist Chapter, which contends that Spiral 22 requires no erasure where a replacement has been ratified, and that Ost's table was an elegant way of asking a question already answered in 744. The disagreement has never been referred to the Chamber, a restraint attributed by some to fatigue and by others to the fact that neither party wishes the question closed.
Later citations
The Substitution is invoked in the calibration of Type II lumen-sconces, where Spiral of the Sealing Codicil directs that a zero-gradient reading be substituted for the nominal reading during warm months; the marginal gloss per 22-D appears in every printed recension of that document after 758. Clerks of the Office of Sanctioned Substitution, when asked in 690 to supply replacements for a consignment of damaged dreams, cited the Substitution's sound-over-purpose rule as their warrant, though the Department of Synthetic Dreams was not constituted until thirty-one years afterward and no copy of the citation survives in its founding papers.
Three further matters are recorded in the marginalia: that the lintel of Gallery 22-D bears the Delta mark, unaltered, because no instrument was ever issued to strike it; that the gallery's east stair is closed on the eleventh of each month for sounding; and that the substitution has been performed twice since 744 without anyone agreeing as to whether the performance was commemorative or operative.
