The Spiral Annex

MS 5182.45 · Objects and instruments

The Spiral Annex is the collective designation for the family of subordinate vertical structures appended to the Tower's principal spirals, none of which is the annex it is usually assumed to be. The term entered administrative use during the Fifth Spiral Consolidation and has since been applied, often wrongly, to at least forty-one distinct structures, of which nineteen are annexes proper, eleven are stairwells that were reclassified for reasons of insurance, and eleven are corridors that no one has been able to enter since the winter of the long frost. The Annex Provost is the only office empowered to determine which is which, a power the office has exercised on four occasions and regretted on three.

Origins and the Consolidation

The first Spiral Annex was not built but discovered. During survey work preceding the Consolidation, a party under the direction of Gregory of the Seventh Spiral recorded a service stair between two landings that appeared on no plan and did not appear on any subsequent plan either. Gregory's report of 14 March proposed that the structure be treated as an annex to the spiral it most nearly resembled, establishing the precedent that an annex is defined not by construction but by resemblance. This doctrine was later upheld in the Concordance of Appended Structures, which holds that "a thing is an annex if it is nearer to a spiral than to a floor, and if the reverse, it is a floor" (Concordance of Appended Structures, Clause 6).

The Fifth Spiral Annex remains the model of the form, appended as it is to the structural perimeter of the Fifth Spiral. The Fifth Spiral Annex Theta demonstrates the type at its most elaborate, containing as it does the Spiral of Deferred Action between Floors 4417 and 4419.

The Annexes Proper

Of the nineteen structures the Annex Provost recognises as annexes proper, the greater number are vertical and administrative. The Spiral 88-Gamma Annex is entered from the western landings of the Spiral 88-Gamma trunk and is subordinate to the wider Gamma-Spiral system; the Spiral 22 annex maintains a certified duplicate of the Seventh-Spiral Registry, a duty it discharges with an enthusiasm the Registry itself has twice formally disowned. The T-54 Spiral and its holdings, catalogued at Spiral T-54, serve storage and secondary administration, while Spiral 7-Gamma was until recently unmapped and is now mapped to an extent that its surveyors describe as provisional.

Not every annex proper is uncontested. Spiral 77-Gamma remains disputed within the Spiral Stacks, and the Court of Silenced Appeals Annex has declined to hear the matter on the grounds that it cannot be appealed from a structure whose floor numbers have not been settled.

The Question of Administration

Disagreement persists over whether the Spiral Annex is a single office or a class of structures. The Quarterly Spiral Review treats it as a class, cataloguing approved routes for Archival Spiral traffic through what its Annex Delta calls "the annexed spirals generally" (Quarterly Spiral Review, Annex Delta). The Spiral Concordance takes the opposite view, insisting that the definite article in "the Spiral Annex" can refer only to one structure and that all others are spirals with annexes attached.

The point is not pedantic. The Third Concordance, Annex 9, assigns the maintenance of annex lighting to the annex itself where a single annex is meant and to the adjoining spiral where several are. The result is that some annexes are lit by neither party. A memorandum of the Office of Lantern Returns records that on the night of 2 February the eastern stair of one such structure was found entirely dark, and that the matter was resolved by reclassifying the stair as a corridor, corridors being the responsibility of the Corridor Wardens under a separate and older instrument.

Contested Cases

The Spiral 97 annex presents the clearest difficulty, being administratively a subsidiary of Spiral 44, Aperture Delta while physically adjoining nothing at all. The Annex Provost has ruled that administrative subordination is decisive and that the annex's physical situation is "an observation for geographers" (Annex Provost's Ruling of 11 August, unnumbered). The Spiral 40 and Spiral 42 annexes, by contrast, are physically contiguous with their trunks and administratively unattached, having petitioned for independence under a form that no longer exists.

Disagreement also surrounds the Grand Spiral Annex of Floor 17, which the Northwest Spiral claims as a landing and the Third Spiral Administrative Wing claims as a vestibule. Both claims rest on documents sealed within a week of one another in different scriptoria, and neither office will produce its seal for comparison.

Access and Custom

Entry to a Spiral Annex is by the trunk stair or not at all; the Spiral Staircase Omega is the only exception and is not an annex, having been reclassified twice. Visitors are asked to leave their coats on the landing, as the annexes are kept warm by the lamps and the Office of Lantern Returns will not answer for garments left within.

The Spiral 33 annex keeps a register of visitors that has not been consulted since it was opened, the register itself having been catalogued as a holding and thereby removed from the room in which it is kept. The Spiral 490 annex, formally the Annex of Applied Optics, maintains the only reliable instrument for measuring annex height, which it declines to lend.
