The Preemptive Cataloguing Theory
MS 6929.36 · Practices and doctrines
The Preemptive Cataloguing Theory holds that a subject may be catalogued before it is encountered, and that the act of cataloguing is itself the condition under which the subject subsequently becomes available to the archive. First propounded in the paper On the Registration of That Which Has Not Yet Arrived (Floor 88, reading room 4, deposited 3 March), the theory is now the working assumption of every accession desk above Floor 200 and the formal justification for the backlog it produces.
The theory is not to be confused with Ambient Cataloguing Haze Theory, which concerns subjects catalogued imperfectly in the vicinity of cataloguers, nor with Metacatalogical Theory, which concerns the cataloguing of catalogues. Preemptive Cataloguing is narrower and more ambitious: it asserts priority of record over priority of encounter.
Statement of the Theory
In its canonical form, the theory comprises three claims:
- A holding may be assigned a floor, a call number, and a descriptive paragraph on the strength of an expectation alone, provided the expectation is filed correctly.
- Once filed, the holding exerts a mild but measurable pull on the Tower's inventory, such that the expected subject arrives, in some form, within a median of eleven years.
- A holding that fails to arrive is not an error. It is a deferred holding, and remains valid indefinitely.
The second claim is the contested one. The third claim is the one that makes the theory administratively popular.
Origins and the Exclusivity Mandate
The theory emerged from a jurisdictional dispute between the Directorate of Preemptive Resource Allocation and the accession desks over whether an unarrived subject could consume shelf space. The Directorate argued that allocation presupposes a subject; the desks argued that a subject presupposes a record. The dispute was resolved by the practical application of the Exclusivity Mandate, which permits exactly one record per subject but is silent on when that record must be created — a silence the theory's proponents read as an invitation and its opponents read as an omission.
The Directorate subsequently incorporated preemptive principles into the algorithms that pre-determine a candidate's initial resource allotments for the Ceremony of Provisional Allocation, a development the theory's author described in marginalia as "flattering and unwarranted."
"A record is a promise the archive makes to a subject it has not met. The archive has never broken such a promise, because it has never been required to say what keeping one would look like."
— On the Registration of That Which Has Not Yet Arrived, §14
Relation to Dialogic and Sympathetic Methods
Preemptive Cataloguing shares a family resemblance with Dialogic Seed Theory, which weaves conceptual structures from incomplete dialogues: both proceed from partial material. The distinction maintained by the theory's adherents is that Dialogic Seed Theory reconstructs what was said, while Preemptive Cataloguing anticipates what will be said. The Dialogic Seed Theory Controversy is therefore cited in the preemptive literature chiefly as a cautionary case, though the citation is generally made without elaboration.
A closer methodological debt is owed to the Treatise on Sympathetic Cataloguing, which first proposed that a record and its subject could be brought into correspondence by resonance rather than by direct inspection. The Theory of Sympathetic Vectors formalized this for existing holdings; the preemptive extension merely reverses the arrow of time. Critics note that the reversal was never independently derived.
Disagreement Among the Concordances
The theory's legal footing is disputed. Third Concordance establishes the DPRA and, in Annex 2, authorizes the maintenance of the Luminous Inventory — an inventory that, by its own preamble, lists "holdings that will be required." Preemptive scholars regard this as decisive support. Concordance 19 §3, however, defines a holding as "a thing standing on a floor," which would seem to require arrival, and Concordance 44 forbids the assignment of call numbers to subjects not yet accessioned. The Directorate's current position is that Annex 2 supersedes both, a position it has not put in writing.
A minority school, the arrivalists, argues that preemptive records are not cataloguing at all but prophecy under clerical cover, and that the theory's eleven-year median is an artifact of clerks unconsciously selecting expectations that were already likely. The arrivalist pamphlet Eleven Years Is Not a Mechanism (Floor 133) has been withdrawn from circulation four times and remains available.
Procedure and Known Effects
A preemptive accession requires Form 7,117-δ (Preemptive Resource Reservation), filed in triplicate with the Directorate, a descriptive paragraph of not fewer than forty words, and a shelf assignment that must be left empty. Empty shelves created under the theory are marked with a grey card bearing the word PENDING and the date of filing. Approximately 61,000 such cards are currently in place.
Disputes arising from a preemptive filing are conventionally transferred to Floor 441 under Clause 714: Preemptive Deferral, which allows a case to conclude without resolution if the subject under dispute has not yet arrived. The clause has never been invoked successfully twice for the same subject, and no one has established why.
Departments most reliant on the theory include the Department of Ambient Habitations and the Office of Resonant Verification, the latter of which maintains that it can verify a preemptive record's accuracy before arrival by methods it declines to describe. The East Unbound Stacks Incident is attributed in some accounts to an unpurged preemptive record; the theory's defenders attribute it instead to a filing error, and the two explanations have not been reconciled.
