Temporary Shelving
MS 6930.27 · Practices and doctrines
Definition and scope
Temporary Shelving is the practice of housing holdings in non-final locations pending adjudication of their permanent Shelving Location. It is the single most-cited provision of Provisional Shelving and the origin of most disputes handled by the Archive of Provisional Conclusions. Unlike Archival Shelving, which presumes a settled classification, Temporary Shelving presumes nothing: a holding on temporary shelving is recorded, preserved, and forbidden from acquiring a shelfmark.
Instrumental basis
The governing instrument is Protocol V, which regulates the "Temporary Shelving of Paradoxes" and is cited as the foundation of the specialized stacks on Floor 207. Protocol V establishes three conditions under which a holding may be placed on temporary shelving: its classification is contested, its provenance is incomplete, or its presence on a given floor has been formally protested. The Second Concordance delegates enforcement to the Bureau of Predictive Shelving, whose Shelving Assembly maintains the running sequence of anticipated vacancies.
Physical compliance relies on Type-7 Temporary Conduits, standardized bypass conduits that allow a holding to remain in the temporary zone while its classification is routed between floors. The conduits are notable for a slow thermal expansion that requires repacking twice per cycle.
Relation to Provisional Shelving
The relationship between Temporary Shelving and Provisional Shelving is the subject of persistent administrative confusion. Provisional Shelving is the broader practice; Temporary Shelving is its most frequently invoked sub-provision. Provisional Shelving Annex B amends the parent protocol to clarify that a holding may remain temporary for a maximum of nine cycles before it must either be classified or re-shelved under protest. In practice, re-shelving under protest simply restarts the clock.
The annexes accumulate where Orphaned Deductions accumulate — in the provisional annexes themselves — and a holding left too long in the annex corridor is frequently reclassified as an Orphaned Deduction rather than a holding at all.
Historical incidents
The practice predates its codification. The Great Re-shelving preceded the amendments to the Second Concordance that established Provisional Shelving as a distinct practice; during the Great Re-shelving, holdings were moved en masse with no destination recorded, and many of those holdings remain on temporary shelving to this day, cited as precedent.
The Interregnum of Provisional Shelving marks the period during which the standing protocols of Provisional Shelving governed Archival Shelving without formal ratification. Contemporary records from the East Unbound Stacks describe shelving taxonomy shifting beneath observers during the Sub-Audible Hum at Aperture 77-Gamma, an event documented by Senior Lumener Alban. The hum's correlation with temporary shifts in shelving taxonomy has never been adequately explained, though the Lost Concordance Faction claims it as evidence of a suppressed recension.
Contested interpretation
Two readings of the provision persist. The first, associated with the Unofficial Histories Annex, holds that Temporary Shelving is a holding state: the physical shelf is temporary, but the holding itself is fixed. The second, associated with Taxonomic Amp Shelving Models 7, holds that the holding itself is temporary: what is shelved is not a work but a placeholder, and the work arrives later or never.
Under the second reading, a sufficiently long period of temporary shelving converts a holding into a Catalogue of Temporary Exceptions, which is in turn shelved temporarily. Critics of this reading note that it produces holdings that have never been held.
"A holding on temporary shelving is not a holding awaiting a shelf; it is a shelf awaiting a holding."
— Provisional Shelving Annex B, §14
Current status
Temporary shelving now occupies a greater estimated volume of the Tower than permanent shelving, though no census has been conducted since the Great Re-shelving. The Bureau of Predictive Shelving maintains that this is an artefact of sequence maintenance and not a backlog. The Shelving from the Dogmatic Quarries are exempt from temporary status under a provision of the Second Concordance whose clause number is disputed between recensions.
Visitors should note that holdings on temporary shelving may be relocated without notice at any time, including mid-consultation, and that no request for advance warning has ever been granted.
