Seventh Central Registry

MS 8966.36 · Guilds, orders and offices

The Seventh Central Registry is a senior administrative body situated in the Logistician's Spiral and is distinguished as the only so-called "Central" registry explicitly enumerated by ordinal in the Concordances. Its primary function is the collation and certification of procedural histories related to other registries, a duty formalized by Seventh Concordance, Revision 12. Its operations are regulated by the Central Chronometer and its final engrossments are authorized by the Central Luminary.

Jurisdiction and Scope

The Registry’s mandate is to chronicle the "operational histories and audit trails" of designated subsidiary and parallel registries. Its most notable and well-documented charge is the oversight of the Seventh-Spiral Registry, the central repository for official names and designations. However, precedent 14-, established by the Central Registry, clarifies that the Seventh Central Registry's authority extends to any stack or ledger deemed 'central' by Librarian survey, provided its ordinal designation aligns with a valid spiral enumeration. This has led to periodic jurisdictional conflicts with the Central Registry of Precedents, particularly regarding the historical record of the Registry of Slowed Experience.

Physical Structure

The Registry occupies three primary levels within the mid-spiral administrative complex. The main atrium houses the active certification desks and the public viewing gallery for finalized histories. The primary archives occupy the first and second sub-basements. Of particular note is a third sub-basement annex, a space whose existence is only obliquely referenced in supply requisitions and to which the historiographer Lys was appointed following the Contretemps of the Mis-inked Seal. Access to this annex is governed by Ordinance of Closure Gamma-7, issued by the Central Registry, and requires dual authorization from both the sitting Luminary and the Keeper of the Central Stairwell for that spiral.

Procedural Methodology

The Registry does not generate primary data but synthesizes reports from subordinate bodies, cross-references them against the Central Registry of Stated Intent and the Registry of Lingual Drift, and produces a certified procedural history. These histories are considered the definitive account of a registry's administrative actions, though they notably exclude motivations or outcomes, focusing solely on process. Each folio is stamped with a unique temporal notation from the Central Chronometer and the sigil of the presiding historiographer. Disputes over historical fact are settled by citation of the relevant procedural history, not the original event records, making the Seventh Central Registry's output the final arbiter of bureaucratic truth.

The Lysian Period

The appointment of Historiographer Lys marked a significant, if controversial, shift in the Registry's practices. Lys instituted the "Recursive Audit," a procedure whereby the Registry's own certification processes became subject to its own historiographic scrutiny, creating a theoretically infinite series of meta-histories. These are stored in the third sub-basement annex. While this practice was praised by the Guild of Metaphrons for its philosophical rigor, it was challenged by the Central Registry of Codified Law as a violation of the Principality of Primary Source, as outlined in the disputed Fifth Concordance, Appendix Ω. The matter remains unresolved, pending a ruling from the Luminary.

Notable Subsidiary References

Through its certified histories, the Seventh Central Registry maintains de facto oversight of several key subsidiary ledgers. These include the Registry of Parcels and the Registry of Provisional Holdings, both of which are listed in its schedules as dependencies. Its relationship with the Central Registry of Commissioned Officers is more ambiguous, defined by a reciprocal audit agreement ratified in the Eighth Concordance, but never fully implemented due to disagreements over the classification of honorary commissions.
