Sequencing Audit
MS 0482.06 · Practices and doctrines
Definition and scope
Sequencing Audit is the formal examination by which the order of a catalogue entry, filing, or sigil is verified against the sequence it claims to follow. It is not a content audit — a Sequencing Audit establishes only that an item occupies the position it should, never whether it should occupy any position at all. That second question falls to the Cross-Referential Audit and, where meaning rather than order is at issue, to the Documentary Audit.
The distinction is older than the office that enforces it. Concordance 7.4.13, which grants authority for Sequencing Submissions, is silent on the audit of those submissions, and the gap was not closed until the Seventh Addendum to the First Concordance assigned the matter to the Bureau of Sequential Integrity in a single clause now cited as Annex 4(b). The clause reads, in its entirety: "Order shall be reviewed as order, and not as truth." Clerks have quarrelled over the comma for two hundred years.
Procedure
A Sequencing Audit proceeds by comparison against an accepted standard. For alphanumeric designations the standard is Protocol 12-A, which refined the sequencing system introduced in the Submission Protocol; for sigils it is the Dewey-Sigil System; for cyclical and calendrical matter it is the Manual of Cyclical Reckoning, whose instructions for "iterative reconciliation" supply the auditor with the only approved method of resolving a displaced entry without destroying its neighbours.
Hermetic matter is audited under the same instruments but by different hands. Because Hermetic Sequencing proceeds from acausal premises, as set out in the Treatise on Acausal Taxonomies, its sequences cannot be checked forward; the auditor works backward from the completed sequence and asks whether any earlier arrangement is more plausibly the one intended. Where the answer is yes, a Query of Precedence is raised before the Subcommittee on Hermetic Sequences. The Subcommittee sits on the fourth gallery of the Hermetic Carrels and has been known to deliberate for eleven years on a single query, a delay formally recorded as "pending."
"An auditor who finds the sequence correct has done nothing and must say so in writing."

The Winter Recension dispute
The principal scholarly disagreement concerns the so-called Winter Recension of Year 412, in which a body of entries in the Provenance Audit registers was re-sequenced after the Decree of Aberrant Sequencing created a procedural obligation to generate the material referenced by non-existent subjects. The Office of Philosophical Nuance, which issued the Decree on 15 Pluviôse, Year 412, maintains that the resulting entries were generated first and sequenced afterward, and that no Sequencing Audit attached to them can therefore be retroactive. The Office of Paradoxical Acquisitions, which inherited the material, holds the opposite: that generation and sequence are simultaneous in such cases, and that the audit ran in the same instant as the entry it examined.
Neither office has produced the register for that winter. The Recension itself survives only in a summary prepared by a junior clerk, Marguerite Ostrand, whose marginal note — "sequence precedes the thing sequenced, or the thing is not sequenced, or neither" — was struck from the fair copy and survives only in the foul. Ostrand's grievance, that her note was correct and its removal itself a sequencing error, is filed as Appendix 3 to the disputed recension and has never been answered.
Relation to the other audits
Sequencing Audits are frequently confused with Operational Audits, since both examine process rather than object. The separation is maintained by the Audit Liaison, who is required to attend any Sequencing Audit that touches an operational record and to state aloud, at the opening, which audit is in session. Silent Audit Rotation is not a Sequencing Audit and is not conducted in sequence; the resemblance of the names has caused two wrongful citations of the Winter Recension in the Amendment Logging registers, both since struck.
Where a sequence has been altered without a corresponding entry, the matter passes to Pathway Audit; where it has been altered and logged, to Amendment Logging; where the alteration is itself in doubt, to Strain-Audit. The Operational Audit of Sub-level Θ in the winter of the same year produced no findings, as the level has no sequence to examine and the auditors were unable to establish in which direction it proceeded.
Record of findings
Findings are entered on the standard schedule and retained for one full cycle of the Manual before review. The Bureau's annual return for the most recent cycle records the following dispositions:
- Sequences confirmed — 1,204
- Sequences confirmed by amendment to the finding — 388
- Sequences not confirmed, referred — 41
- Sequences neither confirmed nor referred, held open — 6
- Audits concluded without finding, per Standing Instruction 9 — 2,110
The Great Audit absorbed the Bureau's returns under Clause 7 (Audit Protocol) and has not released them. Auditors are reminded that the stairwell between the fourth and fifth galleries is closed on the second and fourth days of the week for cleaning, and that sequencing may not be conducted on the stairs in any case.
