Secondary Verity (SV)

MS 8816.30 · Practices and doctrines

Secondary Verity (SV) is a procedural classification proposed within the Department of Subsidiary Ontologies for cataloguing subjects whose existence is contingent upon a defined context, the presence of an active observer, or the completion of a recurring procedural action. Unlike subjects classified under Intrinsic Verity, which are held to be self-evident and independent of circumstance, SV subjects are considered archivally real only under their specified conditions of activation.

Proposed Framework

The framework for Secondary Verity was formally outlined in Draft Amendment Gamma to the Proposed Nineteenth Concordance. It established three core criteria for SV designation:

  1. Contextual Dependence: The subject manifests only within a pre-defined archival locale or under a specific set of environmental parameters recorded in the Metrology Annex.
  2. Observational Trigger: The subject requires the direct, documented attention of a certified Librarian to attain a state of "procedural reality."
  3. Cyclical Procedurality: The subject's reality is bound to the performance of a ritualized administrative task, such as the weekly recalibration of the Ambient Reservoirs or the monthly renewal of Purgatorial Wax seals.

Subjects meeting any one of these criteria could be proposed for SV status, transferring their primary records from the main stacks to the Vault of Secondary Imperatives.

The Chamber of Resonant Verity

Central to the SV proposal was the requirement that all Declarations of Concurrent Verity—the formal acts which instantiate an SV subject—be recorded within the Chamber of Resonant Verity. This chamber, located on Spire 7 of the Phenomenological Spire, is acoustically treated to prevent external sonic interference and houses a specialized substrate, distinct from the vellum used for Verity Ink, upon which such declarations are inscribed. The act of inscribing within the Chamber was theorized to "couple" the subject's reality to the procedural act itself.

Link to Mandated Disregard

A controversial corollary of the SV classification was its intended integration with Mandated Disregard Schedules. The Proposed Nineteenth Concordance stipulated that once an SV subject's activating context lapsed or its procedural cycle concluded, the subject would enter a Mandated Disregard phase. During this phase, all references to the subject in active catalogues would be redacted (using standard-issue grey ink, not Verity Ink), and its physical instantiations would be relocated to dormant stacks. Proponents argued this would prevent archival "bloat" from perpetually latent entities; critics decried it as state-sanctioned amnesia.

Controversies and Procedural Paradox

The SV classification was never formally ratified, largely due to its collision with The Dilemma of Concurrent Verity. Critics, primarily from the Intrinsic Verity school, argued that granting "verity" to context-dependent phenomena undermined the foundational principle of archival permanence. They posited that if a subject could flicker in and out of reality based on schedule, it could not, by definition, be "true" in any meaningful sense. Furthermore, practical issues arose: if an SV subject required an observer, did the observer's own reality then become contingent, leading to an infinite regress of verification?

A notable incident cited in opposition occurred in the The Chamber of Contradictory Directives, where a proposed SV subject—"The Echo of the Third Librarian's Sigh"—failed to manifest for three consecutive scheduled observations, yet was reportedly heard by a junior clerk during an unscheduled fire-drill. This incident was entered into the log as evidence of both the fragility and the potential for unauthorized spontaneity within the SV framework.

Current Status and Legacy

While the full SV classification remains dormant within the amendment archives, several of its underlying concepts have been absorbed into standard practice. The Secondary Instrumentals and Secondary Vestibules are now catalogued using modified SV criteria, though they are classified under the more neutral "Conditional Holdings" taxonomy. The Vault of Secondary Imperatives stands mostly empty, save for a handful of demonstration specimens from the original proposal debates. The theoretical debate between intrinsic and contingent reality continues to inform cataloguing disputes, particularly those involving Transitive Coincidence or phenomena recorded in the Phenomenological Spire.
