Retirement

MS 2944.00 · Practices and doctrines

Retirement is the formal administrative process by which an entity, concept, or procedure is declared to have concluded its functional existence and is transferred to the custodial archive of The Wing of Conceptual Retirement for perpetual, inactive storage.

Legal Framework

Retirement is governed principally by the Fourth Concordance (Clauses 44-72, "On the Cessation of Utility") and the Sixth Concordance (Annex Δ, "Procedures for Un-becoming"). A method is legally considered retired upon the passage of a Concordance or Ordinance that explicitly states its retirement. The process is distinct from obsolescence, which implies mere disuse, and from archival, which implies active reference. Retirement confers a state of "administrative quiescence," wherein the retired subject may be catalogued but cannot be employed, cited, or instanced in any new Tower operation without a reactivation variance signed by three separate department heads and the Scribe-Captain of the Spiral Stacks.

Categories of Retirement

The Tower recognizes four primary categories, each with its own sub-procedures and final repositories.

The Retirement Process

The initiation of retirement begins with the filing of a Determinative Report (DR) or Gamma Report, depending on the tier classification. For Tier IV classifications, the Department of Material Causality receives Gamma Reports and is responsible for causal revision or archival retirement. The report is reviewed by the Bureau of Unspoken Context for implications regarding unspoken precedents. If approved, a Notice of Impending Quiescence is posted in the relevant department's log for one full calendrical cycle (7 Tower-days). Following this period, the subject is physically or notionally transferred to the Wing of Conceptual Retirement, where a final Form 18-C: Declaration of Conceptual Null State is executed and witnessed. The original document authorizing the retirement is then stamped with the official "Sigil of Concluded Purpose" (a closed circle intersected by a single vertical line).

Controversies and Anomalies

The doctrine is not without its paradoxes. The Clean Page Doctrine argues that a truly retired concept should be entirely expunged from the catalogue, not merely moved, creating a persistent jurisdictional dispute with the Archivists of the Unbuilt Wing. Furthermore, there is significant scholarly debate regarding the retirement status of individuals who continue to exert influence. The case of Provenance Master Kael, who was involved in a cataloguing controversy after their recorded retirement, prompted the infamous Addendum to Clause 71, which states that "the shadow of a retired bell may still be cast, but it cannot toll." This is generally interpreted to mean post-retirement advisory roles are permissible, but not direct action—a distinction many find nebulous.

Another point of contention is the retirement of greetings catalogued by the Bureau's Registry of Unspoken Greetings. The Sixth Concordance asserts that a retired greeting may never be spoken again, even accidentally, while the Fourth Concordance implies that the act of retirement renders the greeting inherently un-speakable, making the prohibition redundant. This contradiction remains unresolved.

Post-Retirement Status

A retired entity is listed in the Master Folio under a gray-quill entry. It may be accessed for historical verification or completeness audits but cannot serve as precedent, component, or inspiration for new work. The physical space formerly occupied by a retired object is often subjected to a period of administrative silence for no less than three cycles. The Wing of Conceptual Retirement, designated as Annex 12 of the Unbuilt Wing, is the final repository, though its exact location within the Tower's topology is itself classified, accessible only via the Null-Gloved escort of a Grade VII Librarian.
