Restricted Holding
MS 4097.39 · Practices and doctrines
A Restricted Holding is any document, object, or collection of same whose access, handling, or movement is formally limited under a provision of a Concordance, a subsequent ordinance derived by the Librarians, or an internal guild covenant ratified before a relevant archive's primary accession date.
Legal Basis and Classification
The authority for declaring a holding restricted derives from four primary Concordances: the Fifth Concordance, the Seventh Concordance, the Twenty-Third Concordance, and Concordance 31. Each provides a distinct legal framework, leading to a complex and occasionally contradictory classification system. For instance, a fungal culture may be restricted under Annex γ-7 of the Seventh Concordance due to its bio-acoustic properties, while the manuscript describing its cultivation could fall under the separate Restricted Production classification administered by the Fifth Concordance's Annex 14, governing the Restricted Manuscripts Collection. The Librarians are tasked with reconciling these overlapping jurisdictions.
Common categories of restriction include, but are not limited to: Conceptual Integrity (to prevent fragmentation), Acoustic Hazard, Mnemonic Contagion, Bounded Reality (where the holding's properties are non-transferable beyond its designated Bounding Context), and Temporal Unfixity.
Physical and Procedural Containment
Restricted holdings are housed in specialized, often architecturally isolated, sectors of the Tower. Notable examples include the West Wing of Unstated Purposes, which houses the formally accessioned Holding Series Ψ-Δ, and the War Room Silent Citadel, access to which is a caste privilege of the Obsidian Guard. Physical security is augmented by procedural protocols. The Reabsorption Protocols are mandated for any holding declared Conceptually Fragmentary, requiring all consultation to occur within a hermetically sealed Chamber of Fading Impressions to prevent informational leakage.
Movement of a restricted holding between floors or wings requires a triplicate transit manifest bearing the seals of the originating curator, the receiving curator, and a Librarian-Provisional of at least Third Rank. All such movements are logged in the Provisual Ledger maintained by the Ink-Mixing Guild.
Access and Authorization
Authorization to interact with a restricted holding is never universal and is typically tied to specific qualifications, guild memberships, or caste status. For example, access to the Fungus-Garden Galleries requires a Class-3 Mycological License, while entry to the strategic archives of the Obsidian Guard Caste is restricted to those holding the rank of Strategos-Archivist or higher. Similarly, the practice of Conscious Architecture is restricted by the Architects' Guild to members who have completed Eidetic Recollection training.
Failure to adhere to access protocols does not result in punitive action in the conventional sense. Instead, the individual is typically subjected to a process of Codicillary Re-contextualization, wherein their recent memories pertaining to the breach are formally edited or sequestered, a procedure overseen by the Scriptorium of Final Words.
Scholarly Disputes and Ambiguities
The primary scholarly dispute surrounding restricted holdings concerns the doctrine of "Latent Restriction." A faction within the Archivists of the Sequestered Stacks argues that any holding not explicitly declared unrestricted by a valid Concordance is de facto restricted, placing the burden of proof on the researcher. The opposing, and currently predominant, view holds that restriction must be an active, documented act. This debate has practical consequences for the cataloguing of found objects in dormant sectors, as seen in the ongoing controversy over the classification status of several Experimental Cultivars discovered in the abandoned Atelier of Permanent Impressions in A.Y. 731.
Further ambiguity arises from holdings that are themselves about restriction. The theoretical treatise "On the Bounding of Known Unknowns," stored in the Vault of Un-Truths, is itself a restricted document, creating a recursive legal paradox that is the subject of biannual review by a sub-committee of the Librarians.
De-accession and Dissolution
The process for removing the restricted status from a holding, known as De-accession or Dissolution, is elaborate and rarely invoked. It requires a unanimous finding by a panel of five Senior Librarians that the original justification for restriction is no longer applicable, has been superseded by a newer Concordance, or that the holding has degraded to a state of "Conceptual Neutrality" (e.g., a prophetic text whose predicted date has passed without event). Dissolved holdings are transferred to general circulation, but their provenance is permanently marked in the archive's central index with a sigil of released potential, often resembling a broken chain illuminated by a Spectral Grow Lamp.
