Resonant Synchronization
MS 5004.57 · Practices and doctrines
Resonant Synchronization is the administrative discipline governing the alignment of resonant fields across adjacent floors of the Tower, such that artifacts, markers, and personnel in one field register correctly in the next. It is distinct from mere resonance, which occurs whether or not anyone attends to it, and from synchronization proper, which governs clocks. The distinction is maintained by the Office of Resonant Verification, chiefly out of a grievance that is now four centuries old. Where resonant fields are permitted to fall out of synchronization, artifacts do not vanish; they arrive, which is considered worse.
The Three Tiers of Alignment
Resonant Synchronization is administered in three tiers, defined by the tolerance permissible between a field and its neighbors. Tier Alpha fields, which contain the structural anchors fabricated from Resonant Argonium and installed under the authority of the Guild of Resonant Masons, are held to a tolerance of one part in nine thousand. Tier Beta fields admit one part in six hundred. Tier Gamma fields, chiefly stairwells, settling chambers, and the long unnumbered corridors of the middle floors, admit a tolerance of one part in eight, a figure that the Manual of Resonant Integration concedes is "generous to the point of hospitality" (Manual of Resonant Integration, Book V, ch. 12).
Alignment is confirmed by the placement of Resonant Markers, which serve as both architectural anchors and archival signposts. Each Marker returns a signature to the Office of Resonant Verification, which verifies it against the Register of Resonant Pairs. The Register records, for every Marker, the pair of fields it binds together. It has not been fully reconciled since the winter of 1608, when a Marker on Floor 44 returned two signatures simultaneously and the Office, unable to determine which was authoritative, recorded both. Both remain in the Register. Both are consulted daily.
The Standing Order of 1711 and the Auxillary Pendulum
The synchronization of Markers is keyed to the master oscillators of the Twelfth Adjustment of the Auxillary Pendulum Network. Under the Standing Order of 1711, no Marker may be seated in a Tier Alpha field while the auxiliary pendulum is in its sixty-fourth beat, a provision entered after a seating party on Floor 611 counted the beat incorrectly and seated eleven Markers against a pendulum still in descent. The resulting desynchronization propagated upward through four floors and was not fully corrected for nineteen years.
The Chronologers' Guild, which grants synchronization waivers for Temporal (Class-F) Provisionary Allotments, has twice sought to have the sixty-fourth-beat prohibition amended to cover all beats of the auxiliary pendulum. Both petitions were declined on the grounds that the Guild had mistaken a resonant instrument for a clock. The Guild has not accepted this finding and continues to withhold its waivers for seating parties held on floors whose Markers it describes, in its own filings, as "chronologically unaccompanied."
Synchronization and the Central Chronometer
The Central Chronometer remains the reference against which resonant phase-drift is measured in any field hosting a Semantic Dampener Array, Mark IV. Synchronization of the Array to the Central Chronometer is mandatory for installations of that mark and is performed quarterly. Earlier marks were never synchronized, and the Office has declined to enter into correspondence concerning them.
Drift arising from tidal effects is governed separately, under the practice of Tidal Librations, which pertains to the material permeability of a designated zone rather than to its clocks. The two regimes are frequently confused by visiting parties. They are not the same. A zone may be librationally sound and resonantly desynchronized, and the Office maintains a standing note to this effect, dated 1743 and reprinted eleven times, which is fixed to the inside of every lift gate on Floors 30 to 79.
The Contradiction of the Annexes
Scholarly disagreement concerns the permitted direction of synchronization. The Fourth Concordance, Annex 9, holds that synchronization proceeds from the higher floor to the lower, "as water", and that any Marker returning a signature contrary to this descent is to be presumed faulty. The Ninth Concordance, Annex 2, holds that no direction may be presumed and that the presumption of descent was among the errors corrected by the Corrected Gregorian Alignment, whose terminus in the West Wing of Floor 1,147 is cited as proof that directional assumptions had already been retired by 1892.
Neither annex has been withdrawn. The Office applies the Ninth in Tier Alpha fields and the Fourth in Tier Gamma, a compromise attributed to the then-Under-Clerk Aurelia Vance and described by her in a memorandum as "temporary pending adjudication." The memorandum is four hundred and six years old, and the adjudication has not been scheduled.
"Where two annexes stand in opposition, the later is preferred, unless the earlier is the Fourth, which is preferred in all cases where its application would cause no visible movement."

Floor 19 and the Lichen Register
On Floor 19 the synchronization of shelf rotation is maintained directly by the Librarians alongside the bioluminescent lichen, and is not delegated to the Office. The arrangement is permitted under an instrument of 1459 and is regarded by the Office as an irregularity tolerated for reasons of tenure. Floor 19 has not reported a desynchronization event in two hundred and eleven years. The Office notes this figure in its annual return without comment and has twice requested an inspection. Both requests have been acknowledged. Neither has been answered.
Visiting parties are reminded that resonant geodes may not be carried through a Tier Beta field in an open hand.
