Quinquennial Review
MS 4076.86 · Practices and doctrines
The Quinquennial Review is the standardized, five-year administrative procedure by which the Librarians verify the stability, integrity, and continued relevance of a given Tower holding. Distinct from the procedural audit of a Quinquennial Reconciliation, the Quinquennial Review assesses the conceptual and ontological soundness of the material under its purview, ensuring it remains a valid and coherent subject for the archive.
Purpose and Mandate
As established in the Third Concordance, Clause 74, and further refined by Amendment Sigma of the Fourth Concordance, the Quinquennial Review exists to prevent "ontological drift" within the Tower's collections. A holding may, over time, develop internal contradictions, lose its defining attributes, or become subsumed by a more accurate or comprehensive entry. The Review process identifies such states and prescribes corrective action, which can range from a simple textual amendment to a full Substantive Review and potential deaccession.
The mandate is clear: any floor, chamber, artefact, or documented phenomenon that has not undergone a Review within the preceding five-year cycle is considered "Under Question" and may not be cited as authoritative in any new documentation until its status is resolved. This ensures the Tower's internal references maintain a consistent level of reliability, a principle upheld by the Court of Silent Review.
The Three-Phase Structure
The Review is conducted in three sequential phases, as codified in the Second Concordance, Annex Gamma. These phases are designed to be undertaken by independent review bodies to avoid confirmation bias.
- Phase One: Pre-Review Documentation. The custodial staff of the subject holding compile all relevant records, including cross-references, incident logs, and previous Review outcomes. This dossier is submitted to the Directorate of Cartographic Review for initial assessment.
- Phase Two: Ontological Review. A panel from the Third Chamber of Review examines the compiled documentation against the holding's current physical or manifested state. They assess for coherence, stability, and adherence to its own defined parameters. A successful Ontological Review mandates the initiation of a Substantive Review if significant discrepancies are found.
- Phase Three: Custodial Strain Review. Conducted by the Board of Equitable Review, this phase evaluates the resource burden the holding places on the Tower. It considers the frequency of required maintenance, the complexity of its containment protocols, and the clerical overhead necessary to keep its records current. A high strain rating can be grounds for revision even if ontological stability is confirmed.
Notable Reviews and Precedents
The most cited precedent is the Quinquennial Review of the Basement of Unspoken Conclusions in CY 221, which first formally noted the Gap of Unspoken Years and established the procedure for reviewing chronologically unstable locations. More recently, the Quinquennial Reconciliation of Year 419, while primarily an audit, triggered a concurrent Review of the Clarification on Material Permanence document, testing its axioms against the reconciled inventory.
Reviews are not always conclusive. The perpetual Review of Floor Stability for Floor 7,112 (the "Mosaic Atrium") has been ongoing for forty-three cycles, with each Quinquennial Review panel reaching a different conclusion regarding the floor's alleged non-Euclidean geometry, resulting in a stack of contradictory amendments to the Fourth Concordance.
Interplay with Other Processes
The Quinquennial Review is often initiated in tandem with, or as a result of, other Tower procedures. A Plenary Review by the Hall of Perpetual Review may recommend a targeted Quinquennial Review of a specific holding. Conversely, findings from a Cross-Reference Review often provide the evidence needed to fail an Ontological Review phase.
There is scholarly debate, as noted in the Annals of the Annex of Perpetual Review, regarding whether the Ephemeral Audit constitutes a specialized form of Quinquennial Review or an entirely separate process. Proponents of the former cite the shared five-year cycle and structural similarities; opponents argue an audit of shadows deals with statute compliance, not ontological soundness, and thus belongs to a different branch of administration.
Scheduling and Logistical Challenges
The Tower's vastness makes universal Quinquennial Review an aspirational goal. In practice, a triage system prioritizes holdings based on "volatility metrics" calculated by the Directorate. Newer acquisitions, holdings adjacent to recently altered floors, and subjects with a history of instability are reviewed first. It is estimated that only 68% of all registered holdings undergo a Review within their mandated five-year window, a statistic that itself is reviewed quinquennially by a meta-committee.
The logistical challenge is compounded by the requirement for the review body to physically interact with the holding, which for some locations (such as the "Inverted Spire" on Floor -Θ) requires specialized expeditions that can span years. The Second Concordance provides dispensations for such cases, allowing for a "Review in Absentia" based on expedition logs, though these are often contested in the Court of Silent Review.
