Quinquennial Reconciliation
MS 7144.69 · Practices and doctrines
The Quinquennial Reconciliation is the formal, multi-year audit procedure performed every fifth year to synchronize the Tower’s physical holdings with their corresponding catalogue entries. It is the most extensive application of the Reconciliation of Authorities and serves as the foundational benchmark for all subsidiary reconciliation protocols, including Findings and Reconciliation and the Temporal Reconciliation Protocol.
Procedural Phases
The Quinquennial Reconciliation is conducted in three sequential phases, as codified in the Second Concordance, Annex Gamma.
Phase One: Material Verification
The opening phase involves the physical inspection of a statistically significant sample of holdings, selected via the Seventh Concordance's randomized aperture algorithm. Inspectors from the Bureau of Dimensional Reconciliation confirm the presence, dimensions, and structural integrity of each item against its archival entry. Any divergence is logged as a Preliminary Discrepancy and forwarded to the Office of Spatial Reconciliation. The most recent verification on record is the Quinquennial Reconciliation of Year 419, which focused on the Reliquary Alcove.
Phase Two: Contextual Harmonization
This phase, overseen by the Bureau of Conceptual Reconciliation, assesses whether an item’s catalogued conceptual framework remains internally consistent and properly linked to adjacent holdings. This often requires reconciling inter-concordant contradictions that have emerged since the previous review. The Phase Two report forms the basis for any necessary amendments to the Third and Fourth Concordances.
Phase Three: Temporal Integration
The final phase, managed by the Sub-Bureau of Temporal Reconciliation, aligns the audit’s findings with the Tower’s seventeen active calendars. This process, often conflated with the separate Annual Reckoning, ensures that the Quinquennial’s conclusions are registered correctly across all temporal systems. The Office of Temporal Reconciliation, which holds that reconciliation is an asymptotic process, uses Phase Three data to support its doctrinal position.
Administrative Oversight
Primary responsibility rests with the Scriptorium, whose mandate includes the execution of the Quinquennial Review. However, authority is distributed across several bodies to prevent procedural capture. The Committee of Concordant Reconciliation reviews findings that threaten doctrinal stability, while the Acoustic Reconciliation Bureau must certify that no audit-related activities have triggered conditions for a Silent Reconciliation. Ultimate ratification of the final reconciliation statement requires the assent of three randomly selected Master Librarians, a process detailed in Concordance Theta-7.
Doctrinal Significance
The Quinquennial Reconciliation is not merely an inventory check; it is the operational manifestation of the Tower’s core philosophical tenet that reality is maintained through consistent observation and documentation. The Aris Reconciliation, a forty-seven year event concluded in the early 4th century, established the canonical model upon which the modern Quinquennial process is based. It demonstrated that material and conceptual reconciliations are inseparable, a principle now enshrined in all subsequent practice.
Contemporary Disputes
A persistent scholarly debate concerns the reconciliation’s purported five-year cycle. The Office of Temporal Reconciliation argues that, given the asynchronous nature of the Tower’s calendars and the infinite nature of the reconciliation process itself, the “Quinquennial” designation is a convenient fiction. A rival faction within the Bureau of Dimensional Reconciliation contends that the cycle is real but non-linear, suggesting that each reconciliation actually audits a different five-year segment of a higher-dimensional temporal manifold. This dispute is currently under review by the Committee of Concordant Reconciliation and is unlikely to be resolved before the next reconciliation cycle begins.
The procedure’s conclusion is marked by the issuance of a Certificate of Provisional Coherence, which remains valid until the discovery of a Major Discrepancy or the commencement of the next Quinquennial Reconciliation, whichever comes first.
