Provisional Veracity Vaults

MS 2858.19 · Places and structures

The Provisional Veracity Vaults are a set of nine sealed chambers occupying the innermost ring of the West Wing Annex on Floor 14,142, maintained for the storage of materials whose Veracity Quotient has been judged unstable rather than deficient. Unlike the Argent Vaults, which house specimens of fixed but low quotients, the Provisional Veracity Vaults accept only those holdings whose quotient is expected to move. Nothing is stored there indefinitely, in principle. Several items have been stored there since Cycle 688. ## Establishment and mandate The Vaults were constituted by Ordinance 44-E, Clause 2, following the Bureau of Material Veracity's finding that certain catalogued materials had begun returning different quotients on successive assay without any corresponding change in the material. The Bureau's initial phrasing — that such holdings were "not yet what they are" — was struck by the Fourth Concordance and replaced with the more defensible "not yet settled." The nine chambers were cut from the Annex's inner ring between Cycle 691 and Cycle 694; the eighth chamber was completed twice, the first excavation having intersected the ceiling of Chamber Four, an error attributed in the works ledger to a survey conducted in The Damp Vaults rather than on site. Access requires a Provisional Holding Number countersigned by two Librarians of different orders. The countersignatures must be obtained separately. Since a revision to the countersignature protocol in Cycle 733, they may not be obtained in the same corridor. ## Contents and classification Materials are assigned to chambers by quotient band rather than by hazard, a decision the Metrological Vaults protested in a memorandum of Cycle 709 on the grounds that banding by quotient "distributes the dangerous among the dull." The protest was acknowledged and filed. | Chamber | Quotient band | Representative holding | |---|---|---| | I–III | 0.30–0.45 | Assorted borderline instruments | | IV–VI | 0.45–0.60 | Vestigial Dread (transfer specimen only) | | VII | 0.60–0.75 | Unstable placards, fourteen | | VIII | variable | Reassigned pending survey | | IX | sealed | See below | Chamber IX has not been opened since Cycle 702 and its contents are recorded in the chamber register as "one (1) entry." The entry is not described. Requests to describe it have been declined on the grounds that description is a form of assay, and assay of Chamber IX is prohibited by Clause 6. ## The Sighing incident In the winter of Cycle 718, staff reported an audible exhalation from the corridor between Chambers IV and V, recurring at intervals of roughly forty minutes. An inspection found no source. A second inspection found a source — a failed seal on Chamber IV's pressure port — and the noise ceased. A third inspection, convened by the Office of Volumetric Veracity to confirm the second, found no source again. The Office's report notes that the corridor "was silent in a manner that did not entirely settle the question." The episode produced the Chamber IV Corollary, appended to Ordinance 44-E in Cycle 719, which holds that a phenomenon may be assigned a provisional quotient on the strength of having been investigated twice with different results. The Corollary remains in force and has since been applied to eleven other holdings, none of them audible. ## Dispute with the Bureau The Bureau of Material Veracity contends, citing Fifth Concordance Annex 2, that the Vaults are a storage facility and that classification authority rests with the Bureau alone. The Vaults' custodians contend, citing Ordinance 44-E, Clause 9, that storage of an unsettled material is itself an act of classification, since the choice of chamber fixes the quotient band. The dispute has been referred to the Wardens of the Vaults, who have twice declined jurisdiction, observing that they are responsible for the doors. Under Ordinance 44-E, Clause 3, one copy of all documentation relating to a Provisional Classification must be deposited in the Ambient Resonance Vaults. Compliance is uneven. The Vaults' own copy of the chamber register is held in Chamber I, where it is itself provisional, and may not be consulted except by a Librarian holding a certificate of reconciled veracity — a document the issuing office will not provide for the register, because the register is not reconciled. ## Access and maintenance Visitors are admitted on the second and fourth days of the cycle. Coats are left in the Annex antechamber. No visitor may be counted twice in the same cycle, a rule introduced after a surveyor was recorded entering on the second day and again on the fourth and was found, on the second occasion, to have been the same person. The Vaults are cleaned annually, in the off-cycle, by a party of four. Chamber IX is not cleaned.
