Provisional Stone-Wardens Committee
MS 0540.99 · Guilds, orders and offices
The Provisional Stone-Wardens Committee (PSWC) is a standing administrative and regulatory body established in the wake of the Great Calcification Event of 1911. Initially convened under the emergency provisions of the Third Concordance, its mandate was formalized seven cycles later and later confirmed by Concordant Ruling 44-B.7. The Committee shares governance over all deposits of Living Stone with the Corridor Wardens and holds sole authority for the regulation of Petrified Lumina-Wood, classified as a ‘Restricted Illuminant’ under the Seventeenth Concordance. Its primary operations concern the monitoring, research, and restricted access to the petrified wing of the former Guild of Theoretical Mechanics, now designated Annex Theta on Floor -17.
Formation and Mandate
The Committee’s creation was a direct response to the spontaneous, overnight transformation of an entire administrative and research wing into a complex of inert, yet strangely resonant, mineral formations. With the Seal-Wardens initially containing the area, an ad-hoc coalition of mineralogists, resonance theorists, and guild adjudicators was assembled. This coalition was formalized into the Provisional Stone-Wardens Committee, charged with three core duties: to prevent further calcific ‘bleed’ into adjacent structures; to study the properties and potential risks of the newly created substances; and to establish a legal framework for the controlled use of any recovered material. Its ‘Provisional’ status, a technicality under the Third Concordance, has become permanent due to the ongoing, non-dormant nature of the phenomena it oversees.
Jurisdictional Structure
The PSWC operates through a bifurcated governance model. For all decorative and non-sentient stone, it issues permits and usage guidelines. For Living Stone and related psycho-reactive minerals, it exercises joint authority with the Corridor Wardens, a relationship often cited as a model of inter-departmental cooperation, though internal memoranda indicate frequent procedural disputes. The Committee itself is subdivided into several working groups, the most prominent being the Sub-Committee for Dormancy Integrity, which conducts the biannual resonance analysis of Annex Theta. Its closest collaborative partner is the Bureau of Harmonic Integrity within the Spire Wardens' Guild, which provides technical expertise on resonance engines and harmonic containment.
Key Functions and Controversies
The Committee’s weekly operations are detailed in the Red Folio, a continuously updated ledger of site integrity, permit applications, and anomalous readings. A primary function is monitoring the potential materialization effects reportedly stemming from the Corridor of Unverified Adjacencies within the sealed annex. This involves calibrating dampening fields and reviewing all requests for research samples, which are exceedingly rare. The PSWC is also the official source for the mainstream scholarly position that Yawning Wood is a natural, if poorly understood, silvan product and not a derivative of the Calcification Event—a stance vehemently contested by the Materialist School of Floor 82.
A significant ongoing controversy involves the classification of so-called ‘whisper-veined’ marble found in the Western Habitation Annex. The PSWC maintains it is a mundane geologic variant, while a faction within the Committee on Nominative Distinction argues its faint acoustic properties warrant a Speculative Holding designation, which would transfer regulatory oversight. The dispute remains unresolved in the Concordances.
Current Stance and Archive
The Committee’s current official stance, as per its most recent public communiqué, is one of “vigilant stability.” It asserts that the Calcification Event was a unique, non-repeating anomaly, and that the petrified wing poses no threat so long as prescribed monitoring protocols, which it designs, are followed. All findings from its biannual analyses are archived in a dedicated stacks on Floor -17, though access requires a permit issued by the Committee itself. Scholars note that the PSWC’s interpretations of its own data heavily influence the broader archival understanding of reactive minerals, creating a self-reinforcing epistemological loop.
