Provisional Inscription is the sanctioned archival practice of ascribing a degree of Provisional Reality to a subject that lacks definitive corroboration, by means of a documented clerical act. It is the primary mechanism for expanding the Tower's holdings beyond verified existents, formalized under Clause 14 of the Eleventh Concordance which authorizes the "pre-emptive inscription of potentialities."
Authorization and Procedure
The legal basis for Provisional Inscription derives from the Principle of Generative Documentation, which posits that the act of inscription itself is generative of a category of reality sufficient for cataloguing. To initiate the process, a petitioner must submit Form B-9 "Declaration of Provisional Existence" to the Annex Scriptorium of a relevant floor. Upon review, a Librarian-designate uses the Iron Nib to inscribe the holding's provisional Ir number and title onto a Hollow Tablet or a designated plinth, most commonly the Declaration Plinth on Floor 717. This physical act, as per Form B-9, grants the subject "preliminary holding status." The inscribed record is then transferred to Floor 710 (The Pending Stacks) for a mandatory contemplation period, which varies from 72 hours to one fiscal quarter, depending on the cited Concordance.
Materials and Manifestation
Provisional Inscription requires specific, sanctioned materials. The Iron Nib is universally mandated for the initial marking. The inscription surface is typically Lysander Parch, known for its Temporary Inscription property, or a slate treated with Void-Chalk. The choice of medium dictates the inscription's longevity and its interaction with corroborative forces. The Ceremony of Corroboration
A provisionally inscribed holding does not achieve permanent status until it undergoes the Ceremony of Inscription, where Corroborative Resonance is sought. A successful resonance leads to final inscription with a permanent medium like Verity Ink. Beyond Floor 717's standard process, Provisional Inscription finds specialized use. On floors specializing in speculative acoustics, Echo-Glass recordings undergo provisional certification before final etching. The practice is also integral to anticipatory cataloguing in the Pending Stacks, where Memoria Chalk is used to inscribe predicted but unobserved cross-references between holdings. The foundational inscription 'The Tower exists.' is sometimes argued, in a meta-textual sense, to be its own first and perpetual act of Provisional Inscription, awaiting endless corroboration.
