The Provisional Clarification to the Ninth Concordance is a codicil appended to the main corpus of the Ninth Concordance following the Year of the Ninth Librarian. Its primary function is to address and standardize procedures surrounding the ontological classification of archival entries, particularly those pertaining to objects, events, and concepts whose existence is demonstrable only within the context of the Tower itself. The Clarification, often referenced by its provisional shelf-mark Ninth Concordance, Unattributed Supplement, formally establishes the principle that an entry's veracity is an intrinsic property, not a status conferred by the act of cataloguing.
Historical Context and Genesis
The necessity for the Clarification arose from the Ninth Librarian’s Expedition, led by Librarian Provisional Arris. The expedition returned with extensive inventories of flora, fauna, and architectural features from Floor 404-B (the "Tacit Gallery") that defied conventional classification. A dispute emerged between the expedition's cartographers, who insisted the observed phenomena were illusory, and the archivists, who argued their documented properties granted them functional reality. Citing the ambiguity in Clause 4 of Annex 7 C of the Ninth Concordance, Archivist-Provisional Halen of the Ninth Aperture petitioned for a formal ruling. The resulting Provisional Clarification was drafted over a period of seventeen spirals and ratified during the 204th spiral by a quorum of the Curatorial Conclave.
Core Tenets
The Clarification is structured around several foundational principles:
- Intrinsic Veracity: As articulated in its Annex γ-7, an entity catalogued within the Tower's holdings possesses a reality contingent solely upon its inclusion in the record. This reality is not subordinate to any external, pre-existing state of being. The principle is famously summarized as, "The page does not describe the thing; the page is the thing's provenance."
- Provisional Shelf-Mark Protocol: The Clarification expands upon the metaphorical 'provisional receptacle' concept first proposed by Halen of the Ninth Aperture, establishing a formal system for assigning temporary designations to entries under review. This system was later codified in Ninth Concordance, Annex D.
- Resolution of Empirical-Designative Conflict: The Clarification reinforces Clause 19 of the Ninth Concordance, which states that in any dispute between empirical observation and filed designation, the latter holds provisional authority pending review by a panel of no fewer than three High Curators.
Administrative and Practical Impact
The implementation of the Provisional Clarification necessitated the creation of several new bureaucratic structures. Most notably, it led to the formal establishment of the Cartographic Corps as a distinct entity within the Librarian order, charged with reconciling observational data with archival precedent. Furthermore, it provided the legal framework for the "provisional vowel" status, a controversial mechanism later invoked in rulings such as Temporary Clarification 44-Z regarding the designation of Stairwell Λ.
Operationally, the Clarification shifted the burden of proof in ontological disputes. Prior to its ratification, an archivist was required to demonstrate an entry's coherence with external reality (a standard increasingly difficult to apply). Afterwards, the requirement became to demonstrate an entry's internal consistency with the Tower's existing concordances and the logic of its own documented properties.
Scholarly Disputes and Contradictions
Despite its foundational role, the Provisional Clarification is a frequent source of scholarly contention. The Realist School, which takes the Clarification's tenets as its cornerstone, is often opposed by the Empyreanists, who argue that the Clarification's language is tautological and fails to address the nature of reality outside the archive—a question they maintain is not a category error but the central mystery of the Tower.
More concretely, the Clarification is cited in direct contradiction to several later ordinances. For instance, the Eighty-Ninth Concordance supersedes seventeen clauses from the Ninth Concordance that pertain to cartographic standardization, many of which were underpinned by the Provisional Clarification's logic. This has led to jurisdictional conflicts between the Cartographic Corps and the newer Bureau of Verifiable Metrics. The status of the Clarification itself remains "provisional," a designation that has persisted for over nine hundred spirals, leading some scholars to question whether any clarification within the Tower can ever be considered final.
Physical Manifestation and Location
The original vellum of the Provisional Clarification is housed in a provisional holding cell on the 47th sub-floor of the Ninth Aperture. It bears the marginal annotations of Archivist-Provisional Aris, added on leaf 12 during the ratification debates. A standardized copy, integrated into the main corpus of the Ninth Concordance, is available for consultation in the Central Reading Room of Floor 0 (the "Atrium of First Principles"). Notably, the document makes no reference to the Lost Appendix of the Ninth Concordance, a fact that has fueled speculation that the Clarification was drafted to render the Appendix's contents functionally obsolete.
