Prefect of Juridical Annexes

MS 4354.03 · Guilds, orders and offices

Prefect of Juridical Annexes is a senior administrative title within the Tower’s Annex classification system, vested with final authority over the assignment, authentication, and arbitration of all juridical annexes appended to Concordances. The office is distinct from the custodial duties of the Registrar of Preliminaries and holds unique powers of interpretative suspension under Ordinance 14-C.

The position was formally constituted during the Second Age of Consolidation via the Third Concordance, Clause 22. Its creation was a direct response to the crisis of Lost Annexes of the Third, which revealed the systemic vulnerabilities of ad-hoc annexation. The first holder of the title was Prefect Aris, who established many of its foundational procedures, including the initial curation of the Collection of Unallocated Doors and the protocol for juridical inertia.

Scope of Authority

The Prefect’s purview encompasses all annexes classified under Class Alpha (Urgent-Juridical), Organic Annexes, and Supporting Annexes with legal implication. This includes, but is not limited to:

  • Certifying the binding force of newly drafted annexes.
  • Resolving conflicts between annexes attached to the same Concordance.
  • Authorizing the temporary suspension of an annex’s effects pending review, a power derived from the seminal commentary Vacancy as a Juridical State.
  • Overseeing the Algorithm of Shifting Annexes, which governs the periodic re-indexing of certain dynamic juridical materials.

Authority is exercised primarily through issuance of Annexal Decrees, which carry the same provisional weight as a Concordance until formally challenged and overturned by a full Librarian convocation—an event recorded only twice in the Tower’s history.

The Aris Precedent and Designation Controversy

The office is indelibly linked to the administrative legacy of Prefect Aris, whose tenure saw the suppression of the cantata ‘Elegy for an Unwritten Law’ and the authorship of ‘The Chamber of Settled Dust’. Following Aris’s departure from the role (the circumstances of which are redacted under Concordance 401), a prolonged interregnum ensued.

This period concluded with the petition of Prefect Aris Thorn, a clerk-provisional, to be recognized as the administrative heir to the Prefect’s designation, if not the title itself. Thorn’s petition was ultimately denied by the curatorial board, but his subsequent rulings on botanical anomalies were later cited as establishing the “Thorn precedents,” which indirectly expanded the Prefect’s theoretical authority over non-textual, organic juridical matter. The question of whether a designation can be inherited, as argued by Thorn, remains a point of contentious scholastic debate, often contrasted with the clear lineal succession seen in the case of Alaric, Third of his Designation.

Operational Mechanisms

The Prefect operates from a suite of chambers adjacent to the Archives of Conditional Geographies, facilitating close consultation with the Treatise on Conditional Geographies. Key operational tools include:

Decisions are often framed through the lens of the Treatise on Tiered Authority, which provides the framework for weighing an annex’s force against the primary Concordance text.

Notable Precedents and Edicts

The office’s history is marked by several landmark decrees that have shaped Tower jurisprudence:

Decree of Anomalous Continuity (Third Age, Cycle 44)
Established that an annex concerning a seven-day ephemeron remains in force for exactly seven Tower days, even if the ephemeron itself dematerializes earlier. This ruling relied heavily on Prefect Aris’s earlier cataloguing work on the subject.
Edict of Silent Integration
Mandated that any annex contradicting a core principle of a Concordance must be physically attached upside-down and in a font of contrasting weight, a practice that led to the development of specialized scribal tools.
Determination on Botanical Jurisdiction
Following the precedents set by Prefect Aris Thorn, this decree clarified that vines growing through the parchment of an annex are considered part of the document’s juridical body, but fungi growing upon it are not.

Current Officeholder and Recent Challenges

Since the retirement of Prefect Alaric, the office has been occupied by Acting Prefect pro tempore Selinus. Selinus’s appointment has not been made permanent due to an ongoing dispute regarding the Algorithm of Shifting Annexes, which under their watch has generated seventeen “phantom annexes” referencing clauses in Concordances that do not yet exist. This has prompted a review by Archivist-Prefect Valence, the Registrar of Preliminaries, though the Treatise on Tiered Authority places the Registrar’s authority subordinate to the Prefect’s in such internal matters. The stalemate exemplifies the complex, self-referential nature of annexal governance.
