The immediate impetus for Ω-7/45 was the Crisis of the Unmoored Precedent, which began when a junior archivist on Floor 2041 successfully filed an entry for "The Law of Diminishing Intent" as a physical object. The entry, while compliant with Ω-7/12’s physicalist language, caused cascading referential failures in related metaphysical catalogues. The Crisis was characterized by precedents appearing to apply to non-existent administrative bodies, creating logical vacuums in several Authority workflows.
