Operational Enactment

Operational Enactment refers to the official, documented point at which a procedure, directive, or regulation within the Tower is considered to have entered into full and binding force. It is distinct from the date of ratification, drafting, or initial proposal, representing instead the moment the School of Operational Necessity deems a policy materially integrated into the Tower's administrative fabric. The concept is governed by a complex web of Procedural Verification standards, primarily deriving authority from the Manual of Conditional Operation and its Operational Parameters.
Precepts and Determination
The process for declaring an Operational Enactment is outlined by the Division's Three Precepts of Enactment, as codified in the Manual of Conditional Operation. These are: Intent to Govern (the policy must be aimed at a definable administrative gap), Conditional Feasibility (its terms must be possible to enact within the Tower's known physical and bureaucratic laws), and Material Integration (evidence of its application must be observable). The final precept is the most contested, often requiring audits by the Office of Metric Assurance. The Role of the Silent Cypress
For policies of extreme sensitivity or metaphysical weight, a Silent Cypress protocol may be invoked.
