Enactment of Observational Withdrawal
MS 2249.93 · Practices and doctrines
Definition and Scope
Enactment of Observational Withdrawal is the formal process by which the Tower permits observation of a subject to be discontinued without a corresponding discontinuation of the subject. It is distinct from Status Delta, under which the subject withdraws; in an Observational Withdrawal the subject remains in place and it is the observer who is retired from the record. The practice is governed principally by Title III: On Observational Hazards, Annex 6, and by Operational Enactment's Third Precept, which requires that any cessation of observation be itself observed for not fewer than eleven days before it may be entered.
The eleven-day interval is measured from the hour the withdrawing observer signs the Recusal Register, and not, as is frequently supposed, from the hour the subject is first left unwatched. In practice the observing of the cessation is conducted by a second observer, who is in turn permitted to withdraw only after the first has cleared the interval. The Tower has never resolved the difficulty this creates at the uppermost floors, where the roster of observers is occasionally a single name.
Procedure
An Enactment of Observational Withdrawal is commenced by the submission of Form 40-Gamma to the nearest scriptorium of Tier Gamma. The form requires the subject's floor number, the aperture through which it has been observed, and a written statement of the reason for withdrawal. Accepted reasons are limited to three: the subject has become terminally particular; the observer has become persuaded that continued observation alters the subject; or the floor has been scheduled for unsighting.
Reasons are recorded verbatim and are frequently unhelpful. A submission of 1,419 from Floor 6,208 gives the reason as "it was looking back," and the Tier accepted it without amendment. The withdrawing observer is then seconded to the Log of Recantations for the balance of the quarter, there to attest that they no longer observe what they no longer observe.
Upon execution, the aperture is shuttered with a lead seal bearing the spiral mark, and the subject is entered in the Register of Unwitnessed Particulars. Subjects so entered may not be photographed, discussed in the presence of the shuttered aperture, or counted in the census of their floor. They are otherwise maintained as before, including by cleaning staff, who since 1,402 have been required to sing while working on unwitnessed floors.
The Withdrawal Phase and the Bureau
The Bureau of Quantitative Esoteria has long maintained that no Enactment is clean, because the act of ending observation leaves a residue the Bureau terms the Pre-Withdrawal Stabilization Phase. The Bureau's position, set out in its Sixth Schedule, is that any measurement taken in the last days before a withdrawal records the stabilization rather than the subject, and that the Enactment therefore cannot be said to reveal what was there. The Bureau has accordingly declined to certify any Enactment since 1,396, though it continues to accept the fees.
This residue doctrine was extended to recovery work by Reliquary Recovery, which in 1,428 inserted the Pre-Withdrawal Stabilization Phase into the Truth Recovery Procedure as a mandatory step. The effect has been the recovery of many documents and no truths, a result the Bureau regards as confirming its argument and the Office of Metric Assurance regards as confirming only that the Bureau has never read the Procedure's Second Annex.
Disputes and Jurisprudence
Two readings of the Enactment circulate, and both are cited without embarrassment. The narrow reading, favoured by the Tier Gamma Observational Committee, holds that an Enactment reaches only the specific aperture named on Form 40-Gamma, leaving the subject fully observable through any other aperture on the floor. The broad reading, advanced in Concordance 88, holds that the Enactment attaches to the subject and follows it wherever it is seen, and that any subsequent sighting is a defect in the record rather than a sighting.
The contradiction is older than either document. Concordance 88 was amended in 1,377 to add the phrase "once and entirely," which the Committee has ruled refers to the aperture, while the Bureau of Temporal Accord has ruled that it refers to the subject, while the annotator of the recension preserved at Floor 3,911 has written in the margin that it refers to nothing and was inserted to settle a wager. The marginal note is unsigned and is preserved nonetheless.
Where a withdrawal is disputed, the Committee may order a Silent Audit of the shuttered aperture. The audit is conducted by an auditor who is not told which aperture is being audited; the auditor is asked only to state what they observe, and their statement is filed whether or not it concerns the correct floor. In the celebrated case of Curator Vael, the audit returned a description of a stairwell, and the Committee ruled that the stairwell had been validly withdrawn in the Curator's stead.
Relation to the Observational Grid
The Observational Grid records every Enactment as a gap rather than a line. Gaps are plotted at the coordinates of the withdrawing aperture and are retained indefinitely, on the reasoning of The Principle of Beneficial Neglect that a gap which is kept is less dangerous than a gap which is forgotten. The Grid therefore shows the Tower as a lattice of continuing observation with several thousand small holes in it, a condition the Atlas of Receding Borders has mapped for the last two centuries without reaching a conclusion.
Advocates of the broad reading note that the holes have a tendency to move, and that the Grid's cartographers have several times relocated a gap to a floor where no Enactment was ever filed. The Committee has ruled that these are not errors but corrections, and that the Grid is to be trusted over the Register. The Register has not been informed.
"The Enactment does not terminate the subject. It terminates the Tower's obligation to have seen it, and the obligation, once terminated, does not revive."

Inventory of a Sealed Aperture
The following items are inventoried at every sealed aperture on the day of Enactment, per the standing schedule at Floor 6,208, which is taken as the model:
- One lead seal, spiral mark, stamped at the scriptorium
- One shutter, recessed, painted the colour of the surrounding wall
- One copy of Form 40-Gamma, folded, inserted behind the shutter
- One lamp, unlit, for the use of the auditor
- One broom, standing upright in the corner, lent by cleaning staff and not returned
The broom is the only item on the schedule that is not sealed in, and its absence has been recorded at forty-one apertures. The Committee has ruled that a missing broom is not evidence of observation and is not to be entered as such.
