Observation Amp Documentation

MS 4529.52 · Practices and doctrines

Observation Amp Documentation is the paired procedural apparatus by which the Tower records what it has already resolved to see. It comprises two distinct instruments — the Observation Amp, a seated viewing apparatus of the third aperture class, and the Documentation Amp, a registration frame of the ninth class — which are operated in tandem under a single registered claim. The pairing is old; the instruments themselves are not. Librarians are fond of saying that the Amp was not invented but remembered, a formulation first set down in Ninth Concordance, Annex 2, and never satisfactorily explained since.

The procedure is administered jointly by the Quarantine Authority and the Cartographer-Surveyor Guild, an arrangement that has produced no fewer than fourteen recorded disputes and one permanent amendment to the seating chart of Floor 311.

Composition and seating

The Observation Amp occupies the eastern recess of a documentation cell and consists of a brass viewing ring mounted on a counterweighted arm, calibrated in four gradations to the operator's registered focal length. The Documentation Amp stands opposite, at a distance of two and a half arm-lengths, and receives the inscribed tablet on which the observation is entered. Between them sits the operator, whose chair is bolted to the floor. The bolt was added in the winter of 411 after an operator on Floor 311 rose to consult a shelving index and returned to find that the Documentation Amp had inscribed his absence as a subject.

The two instruments are never operated singly. Doffing Amp Deactivation requires that the release of the operator's claim be sequenced across both Amp heads, and an operator who disengages the viewing ring before the registration frame is reported to the Fumigation Amp Silence Corps for a period of not less than three days.

Procedure and the doctrinal question

Observation Amp Documentation is conducted within the broader Stasis Quarantine cycle, specifically between Phase 2 Retrieval Amp Quarantine and Phase 5 Placement Amp Integration. Dispute has long attached to what occurs in the interval. The Quarantine Authority maintains that documentation of the observation is completed before the Cycle's closing phases, on the authority of Quarantine Amp Buffering, Clause 6. The Guild of Precedent Cartographers holds the contrary: that no observation is complete until it has been read back, and cites its long quarrel with the office of the Title Vii Measurement Amp Demarcation over whether Phase Delta Debrief Amp Documentation precedes or follows the Ceremonial Cataloguing Amp.

"An observation unrecorded is an observation unperformed; an observation recorded twice is a second observation."

— Fourth Concordance, Annex 11, superseded in part by Fourth Concordance, Annex 12

The Principle of Constitutive Observation supplies the theoretical ground for the harder reading, and the Principle of Constitutive Reading extends it: what is documented stabilizes, and what stabilizes may be shelved. Practitioners of Isolation Amp Cataloguing treat the Amp pair as the entry point to the Isolation and Documentation doctrine, though the doctrine's own preamble declines to say so.

The Kessarine objection

In the spring of 658 the surveyor Kessarine of the Lower Registry observed a corridor that had not previously appeared in any floor plan, documented it at the Documentation Amp, and returned the following morning to find the corridor absent but the documentation intact. Her report, filed under Holding Title Amp Floor, argued that the pair had recorded a subject which the Tower then declined to keep, and that the procedure therefore documents intentions as readily as objects.

The Sub Axiomatic Cartography Amp Projection Annex reviewed the case and declined to rule, noting only that Spiral Cartography had produced comparable topological inconsistencies on six previous occasions without any finding against the instruments. Kessarine was reassigned to the Linguistic Anomalists and the corridor has not been observed since.

Registration and maintenance

Operators must register a focal claim before the viewing ring is raised; the claim is entered in the floor ledger and surrendered on doffing under Doffing Amp Deactivation. Where a subject is retained after observation and deactivated without disposition, Material Retention Amp Disposition governs its eventual handling. The Ceremonial Cataloguing Amp is sometimes wheeled adjacent for formal inscriptions, but the two apparatuses are not connected and should not be described in a single return.

The viewing ring is waxed on the first of each month. Operators are reminded that the Documentation Amp will inscribe whatever is placed before it, including sandwiches, and that items left on its tablet overnight are entered into the permanent record and may not be removed.

Recorded disputes

The most persistent dispute concerns precedence. The Cartographer-Surveyor Guild observes under the Surveyor's Protocol and enters its findings by documentation; the Quarantine Authority enters first and observes under supervision. The two returns are reconciled at Phase Delta, where the verdict is read back into the archive through Phase Delta Debrief Amp Documentation. Whether that reading constitutes a second observation or the completion of the first remains open. The Guild of Precedent Cartographers has filed the question no fewer than nine times; on each occasion the answering Concordance has contradicted one already cited.

In 704 the office of the Title Vii Measurement Amp Demarcation proposed that the pair be separated permanently by a demarcation line at the cell threshold. The proposal was amended in 706, revisited in 709, and is currently unread.
