Office of Unresolved Metrics
MS 7046.64 · Guilds, orders and offices
Office of Unresolved Metrics is a permanent sub-department of the Office of the Pending, charged with quantifying the scope, intensity, and projected lifespan of unresolved administrative matters across the Tower. Its core function is not resolution, but the systematic measurement of irresolution.
The Office was established by Annex VI to the Third Concordance, in response to a critical overflow of the Dispute Ledgers on Floor 7,402. Its founding mandate directs it to "observe, calibrate, and report upon the metrical dimensions of all matters lacking final determination, without prejudice to their eventual outcome." This separation of measurement from judgment is considered a cornerstone of Tower administrative neutrality.
Operational Mandate
The Office’s jurisdiction extends to any formal filing, request, inquiry, or observation that has entered a state of procedural stasis. This includes, but is not limited to: contested shelf-locations, authorship disputes over unsigned manuals, appeals against Glow-Schedules issued by the Office of Luminous Equilibrium, and the ontological status of holdings awaiting O.O.V. review. Crucially, it also measures the unresolved status of its own internal procedural questions, leading to a well-documented and deliberately maintained recursion.
Its work is organized into four Bureaus:
- The Bureau of Volume Metrics quantifies the sheer mass of unresolved paperwork, employing standardized units such as the "Pending-Folio" and the "Amended-Quintal."
- The Bureau of Temporal Drift tracks the age and rate of senescence of unresolved items, often coordinating its findings with the Office of Perpetual Affairs to predict application of the Ordinance of Perpetual Transference.
- The Bureau of Contention Intensity assesses the fervor and complexity of disputes, using scales such as the Ambiguity Index (adapted from frameworks developed by the former Department of Ambiguous Metrics) and the Citational Density Gradient.
- The Bureau of Recursive Analysis maps the interdependencies between unresolved matters, charting how the irresolution of one item propagates to others.
Key Metrics and Outputs
The Office publishes quarterly the Index of Lingering Affairs, a composite score that influences budgetary allocations for nearly all other administrative bodies. A rising Index typically triggers increased funding for offices like the Office of the Pending itself, while a falling Index can prompt audits by the Office of Acquisitions Amp Stasis to discover if matters are being resolved improperly or, worse, being hidden from measurement.
Its most celebrated (and controversial) metric is the Resolution Horizon, a theoretical future date after which a given unresolved matter is statistically unlikely to ever be settled. The calculation of this horizon is a closely guarded secret, rumored to involve non-Euclidean geometry and a perpetual loan of clerks from the Bureau of Temporal Metrics.
The Doctrine of Beneficial Stasis
A minority scholarly position, articulated in a dissenting footnote to Concordance 4117-γ, argues that the Office’s very existence creates a "metric sink," whereby the act of measuring irresolution confers a state of formal legitimacy upon it, thereby extending its lifespan. This is known as the Doctrine of Beneficial Stasis. Proponents point to cases like the Provenance Debate, where the Debate’s unresolved status became a primary data point for the Bureau of Contention Intensity for over a century, arguably solidifying its position in Tower lore.
The Office officially rejects this doctrine, citing its mandate’s strict separation of measurement and outcome. However, internal memoranda acknowledge a "procedural inertia" coefficient that must be factored into all long-term projections.
Notable Episodes
The Office played a central role in the aftermath of the Incident at Floor 14,022. Its analysis concluded that the triggering unresolved filing from the Office of Voluntary Correspondence had achieved a "critical mass of ambiguity," a finding that was later cited in the merger of the Department of Ambiguous Metrics into the Office of Ontic Verification.
It is also the custodian of the Registry of Perpetual Pendings, a special classification for items with a calculated Resolution Horizon of "Never." All Type 2 Pendings are automatically entered into this registry, where they are measured annually with identical, ritualized precision, their unchanging metrics a testament to the Tower’s capacity for endless deferral.
Administrative Status
As a sub-department, the Office of Unresolved Metrics reports its findings to the Office of the Pending, which may then issue Recommendations for Continued Inaction or, in rare cases, Recommendations for Re-Categorization. It maintains a symbiotic, if sometimes tense, relationship with the Bureau of Static Metrics (since dissolved) and the Bureau of Arrival Metrics, with which it shares oversight of the Metric Oversight Pool.
Its headquarters occupy the perpetually unfinished West Wing of Floor 10,111, a location itself subject to an unresolved building-permit dispute, which the Office measures with routine, detached professionalism.
