Occluded Grade
MS 6224.14 · Practices and doctrines
Occluded Grade is an administrative classification applied to positions, titles, and privileges that have been formally invalidated by Concordance but remain passively registered within the Tower's personnel archives. An Occluded Grade is considered dormant and non-transferable; its holder retains the nominal designation but is prohibited from exercising any of its associated authorities or accruing its correlative remunerative benefits.
Governance and Definition
The formal parameters of Occlusion are established in the Third Concordance, Clause 18, Annex Gamma, which states: "Any Grade, once struck from the Active Register by decree of the Librarian Corps, shall be entered into the Ledger of Occluded Forms. Its sigil shall be inverted, its privileges suspended, and its bearer noted as 'In Abeyance'." The practical effect is that the individual continues to be identified by the Grade (e.g., "Clerk, Occluded Grade VII") in archival cross-references, but the Grade carries no operational weight. The process is distinct from demotion or expulsion; it is a state of administrative limbo.
Procedural Application
Occlusion typically follows one of three procedural pathways:
- Concordant Supersession: When a newer Concordance renders a former Grade's defining duties obsolete or contradictory, the older Grade is Occluded. For example, the title "Keeper of the Unspun Thread" was Occluded following the ratification of the Seventh Concordance, which re-categorized all thread-related phenomena under the domain of the Practical Archivists' Union.
- Non-Performance of Core Duty: If a Grade's sole mandated duty ceases to be performed for a period exceeding one fiscal quire (approximately 43 Tower-days), the Grade may be administratively Occluded. This was the fate of the "Resonance Auditor" after the last known Grade-7 Chronostatic Fluid reservoir was sealed.
- Voluntary Petition: A holder may petition for Occlusion, often to avoid the burdens of a Grade while preserving its historical record. Such petitions are reviewed by a panel of three Recognized Contemplatives and require a filing on Vellum Grade 4.
Material Signifiers
Holders of an Occluded Grade are required to exchange their standard-issue insignia for a version rendered on Archive-Grade Neutral Substrate. For instance, the Nib of Standard Grade issued to an Occluded Grade VII clerk is identical in form but is etched with a faint, cross-hatched pattern visible only under the specific frequency of light used during the Kairologos. Furthermore, all official correspondence pertaining to the holder must be annotated in the margin with a small, stamped sigil—a circle bisected by a horizontal line—using Lampblack Based Ink.
Disputes and Ambiguities
The primary scholarly disagreement concerns whether an Occluded Grade constitutes a true nullification or merely a paused state. The Third Concordance (Clause 18) implies permanence, referring to Occlusion as a "final entombment of function." However, an amendment in the often-overlooked Fifth Concordance, Spiral 22, suggests that Occlusion may be reversed by "unanimous counter-resolution of the originating authority," a clause whose applicability has never been tested. The Lamplighters Union, in its internal guild ledger, maintains a list of seventeen Occluded Grades it considers "potentially revivable," a position at odds with the official stance of the Librarian Corps.
A further, more practical dispute involves the access privileges of Occluded Grade holders. While they are explicitly barred from authorizing procedures or requisitioning materials, it remains unclear if they retain the right to consult archives at the level of their former Grade. The case of Librarian Arrin (Third Grade, Posthumous) is frequently cited; Arrin's Grade was Occluded posthumously after a cataloguing error was discovered, yet his archival footprint still accepts queries at the Third Grade clearance level, creating a persistent anomaly in the security protocols.
Notable Examples
- Occluded Grade: Master of the Silent Stair
- Occluded in Year 419 of the Current Catalogue following the permanent sealing of Stairwell Theta. The Grade's sole duty was to perform a daily auditory inspection of the stairwell's acoustic profile. The holder, while still listed in the roster, is now assigned to dust mitigation duties on Neutral Substrate storage bays.
- Occluded Grade: Sub-Prefect of Minor Echoes
- This Grade was declared when the department responsible for cataloguing faint, repetitive sounds was absorbed into the Department of Auditory Phenomena. The Occluded Grade holders became, effectively, clerks without portfolio, and their former office on Floor 211 was repurposed as a storage closet for Ink-Scriptorium overflow.
Administrative Impact
The persistence of Occluded Grades in the record-keeping system creates a gradually accumulating layer of bureaucratic inertia. They are included in total headcounts for the annual Initiatives report, skewing resource allocation models. Furthermore, their continued presence in the archival cross-index means that a researcher querying a topic may be referred to the work of an Occluded Grade holder, whose findings may be decades out of date and based on since-repealed methodologies. The Administrative Script office has proposed a "Grand Reconciliation" to purge the Occluded entries every fifty years, but this motion has been perpetually tabled, as the necessary review process would itself require the creation of several new, temporary Grades, risking further occlusion.
