Ninth Stairwell Annex

MS 0856.65 · Places and structures

Description

The Ninth Stairwell Annex is a structural appendage of the Ninth Spiral, entered from a landing that the cartographic reforms of the Twenty-Ninth Concordance place at three separate elevations. The Annex houses the Backwards Stairwell, a flight whose treads ascend in the direction the Tower's general survey has recorded as descending since the Fourth Recension. The Annex was surveyed, provisionally accessioned, and then placed in Perpetual Pending Status, in which it remains.

Its total floor area has been recorded as 41.7 square metres (Survey Sheet 9-A), 41.7 square metres excluding the Backwards Stairwell (Survey Sheet 9-B), and 41.7 square metres plus an unspecified quantity of additional area that the Stairwell is understood to contribute but which has never been successfully measured, on the grounds that the tape always returns having been extended on both ends.

Accession and Pending Status

The Annex entered the catalogue following the Ninth Librarian's Expedition (YSP 991), which returned with a complete inventory of the Annex's contents and no conclusion as to its extent. Pending Status was conferred under Opinion 102, which held that the Annex could be neither confirmed as a distinct structure nor merged into the Ninth Stairwell until such time as a single agreed elevation for its landing could be established. As no such elevation has been proposed in ninety-one years of filing, the Status is described in the margins of the Ninth Concordance as "perpetual by omission rather than by clause."

Visitors are admitted in parties of no more than four, and are asked not to leave written notes on the treads of the Backwards Stairwell; three separate ink inventories of the Annex have been invalidated this way.

Relationship to the Ninth Stairwell

The Ninth Stairwell exists as three canonical but procedurally distinct architectural features sharing one designation. The Twenty-Ninth Concordance treats these three as a single entity for maintenance scheduling and cartographic reform, an equation that the Office of Stairwell Verification has resisted on the grounds that it makes the Annex either a child or a sibling of the Stairwell without ever specifying which.

This matters because the Annex's status is contingent. If it appertains to the Stairwell, it inherits the Stairwell's fixations as published in the Supplement to the Ninth Concordance. If it is a free-standing structure, it requires its own notice of fixation, and the form for such a notice was struck from the registers in the year of the Seventeenth Concordance's partial repeal. The Backwards Stairwell, being "one of the designations of the Ninth Stairwell" per the standing gloss, is frequently cited in support of the first reading; Clause 4 of Annex 7 C of the Ninth Concordance, which concerns countermeasures, is cited in support of the second, though Annex 7 C itself does not mention the Annex at all.

The Rotation Question

Under Annex Gamma-7 of the Ninth Concordance, the direction of rotation of the Stairwell of Disambiguation is reversed every new moon. Since the Stairwell of Disambiguation and the Backwards Stairwell have been identified as the same feature in four of eleven concordarial glosses, the Annex has been observed to reverse direction mid-visit on fourteen recorded occasions. The Office of Stairwell Verification logs each reversal as a countermeasure under Clause 4 of Annex 7 C of the Ninth Concordance, a filing that has been challenged twice by the Clerk of Landings on the grounds that a countermeasure must be employed, whereas the reversal simply occurs.

The dispute is catalogued separately as the Landings Grievance of YSP 1044 and has not been resolved. The Clerk's counter-filing is preserved in Ninth Concordance, Annex D.

Surrounding Holdings

The Annex abuts several structures of disputed adjacency, including the Penrose Stairwell Annex, the Thirteenth Stairwell, and the Oscillating Stairwell of Floor 112 Annex B. Whether the Ninth Stairwell Annex shares a wall with any of these has been the subject of repeated survey, most recently Sheet 9-F, which records "one wall in common, position not stated." The Ghost-Choir of the West Stairwell is audible from the Annex's upper landing but is not, per Annex VII, a feature of it.

"The Annex is pending; the Stairwell is canonical; the landing is contested. These three facts are not in tension and must not be reconciled."
