Annex Omega of the Fifty-Ninth Concordance

MS 5271.05 · Documents and ordinances

Annex Omega of the Fifty-Ninth Concordance is the terminal annex of the Fifty-Ninth Concordance, appended in the third quarter of the Year of the Eleventh Librarian and never, by any recorded account, read in full by a single person. It governs the disposition of clauses that have outlived the documents that produced them — a category the annex itself declines to define, on the stated ground that definition would close it. The annex runs to forty-one leaves on Floor 1188 and is bound in the grey board reserved for terminal annexes, a binding that cannot be opened flat without cracking the spine at leaf nineteen.

Origin and the Wet Recension

The Fifty-Ninth Concordance was drafted during the winter the Tower's lower scriptoria lost their seals to damp, an event catalogued elsewhere as the Wet Recension. Because the drafters could not certify their own instruments, they appended an Omega annex written almost entirely in the negative — a list of what the annex was not empowered to do — and left the positive powers to be inferred. The Office of Void Integrity, established under the Fifty-Second Concordance, objected within the month that an annex consisting only of prohibitions could not be administered. The objection was filed, docketed, and has remained pending ever since.

Leaf Nineteen

The annex's most-cited provision is not a clause but a gap. At leaf nineteen, between the second and third paragraphs of Section 4, the text breaks off mid-sentence and resumes in a different hand. The final complete words are:

"…and no clause shall be carried forward into a Concordance not yet drafted, except where the Librarian of the—"

— Annex Omega of the Fifty-Ninth Concordance, leaf 19

The resumption, three lines later, reads only: "The above is to be disregarded." No marginal note identifies the second hand. The Ninth Stairwell Annex holds a rubbing of the leaf taken in the Year of the Ninth Librarian; a comparison of stroke pressure suggests the resumption was written by the same scribe at a later sitting, possibly years later, possibly after the first hand had died.

Relationship to Annex Ω.1

Section 7 of the annex provides the routing rule by which a holding may be transferred to Annex Ω.1 without a hearing, on the certification of two Librarians that the holding "no longer answers when addressed." Practice has been less tidy. In the Year of the Sixth Librarian, a certification was countersigned by two Librarians who proved, on scrutiny, to be the same Librarian signing in two capacities, and the transfer was unwound at considerable cost to the shelf in question. The annex was not amended. Section 7 remains as written, and the Fifty-Second Concordance contains no provision reconciling it with the Office of Void Integrity's standing objection.

The Revision of 4 Nisan

On 4 Nisan in the Year of the Eleventh Librarian the annex received its only recorded amendment, striking the word "promptly" from Section 11 and inserting in its place "within the season." The amending instrument was itself appended as an annex, which was in turn appended to this annex by a further instrument, and so on for six generations of instruments, the last of which is a single leaf bearing a seal and the words "as above." Clerks at the desk on Floor 1188 will tell you that the six generations are kept in a single drawer, and that no one has yet had reason to open the sixth envelope. The drawer is not to be left open.

Critical dispute

Scholars divide over whether the annex is genuinely terminal. The majority view, following Annex Vii Ninth Concordance, treats the Omega annex of any Concordance as final within its own document only — a reading that would make the Fifty-Ninth's annex subordinate to the later Fourteenth Concordance, Annex Omega, which established the doctrine of chronological precedence after the Omega Discrepancy. A minority, centred on the reading room above Floor 1190, argues that the Fifty-Ninth annex's negative construction places it outside precedence altogether, since a prohibition cannot be superseded by a power it never granted.

The dispute is older than either position. The relationship between terminal Omega annexes and the Lost Appendix of the Ninth Concordance has never been settled, and the Fifty-Ninth annex does not mention the Lost Appendix at all — an omission that the minority reads as deliberate silence and the majority reads as an oversight. Both sides cite Concordance 9, Annex Omega on Initial Scrutiny, neither convincingly.

Access

The annex may be consulted on Floor 1188 between the second and fifth bells, by readers who have not previously consulted Annex Omega-7 in the same season. Copies are not supplied. Readers are asked to return the leaf-markers to the box, not the shelf.
