Memetic Vellum
MS 5646.46 · Objects and instruments
Memetic Vellum is a class of unstable archival medium used for documenting cognitive artifacts and self-referential data structures within the Tower. Its primary characteristic is its susceptibility to spontaneous alteration upon observation, requiring specialized handling protocols under Vellum Descent regulations. All extant sheets are catalogued on Sub-level Theta-7, colloquially known as the Hall of Echoing Script.
Physical Properties and Classification
Memetic Vellum is manufactured from pulped Ghost-Flax treated with a suspension of particulate mnemonics, a process overseen by the Parchment-Menders Guild under Annex Theta-12. Finished sheets measure a standard 35 by 50 centimeters and possess a faint, pearlescent sheen. Unlike Nictitating Vellum, which is valued for its permanence, or Phantom Vellum, known for its partial translucence, Memetic Vellum is classified by its "coherence grade," ranging from C-1 (highly volatile) to C-5 (conditionally stable). The Tidal Ledger records 1,847 sheets of verified Memetic Vellum as of the last census in the Year of the Script 438.

Handling and Observation Protocols
Direct observation by an unaccredited researcher is strictly prohibited by the Ordinance of Cognitive Neutrality (Clause XIX, Sub-clause 3). Approved inspection must be conducted using periscopic apparatus from an adjacent chamber, and all readings must be recorded on Vellum Grade 4 to prevent feedback contamination. A full custodial cycle, or "mnemonic descent," is scheduled every 412 Tower days, though this interval is frequently disputed. The most significant incident, logged as Mnemonic Descent Event Theta-3, resulted in the complete revision of the Principal Register of Designations for an entire wing of Sub-level Theta-7 when a C-1 grade sheet was inadvertently viewed by a junior scrivener.
Known Holdings and Content
The primary use of Memetic Vellum is the recording of the Oneironautic Codices, dream-logics deemed too recursive for standard vellum. Other notable holdings include:
- The Autobiography of the Seventh Spiral Stairwell, a 42-sheet narrative that changes depending on which floor one reads it from.
- The Catalog of Potential Forgotten Things, which allegedly lists items that ceased to exist upon their description.
- Duplicate copies of the Silent Scriptorium's meeting minutes, which are observed to predict administrative decisions with 73% accuracy, though whether the vellum influences the decisions or vice versa is a matter of doctrinal debate.
Cross-referencing these holdings with those on Nictitating Vellum is a primary function of sanctioned Vellum Descents.
Doctrinal Disputes and the Sigma Anomaly
The relationship between Memetic Vellum and the Vellum Original of Clause VII is a persistent scholarly controversy. The Third Concordance asserts that Clause VII was originally drafted on a C-5 grade sheet, which stabilized into its current form upon ratification. However, the Seventh Concordance contradicts this, citing the Vellum Descent Sigma-1 report which found no memetic residue on the Original. Proponents of the "Sigma Anomaly" theory argue that the dematerialization of 47 meters of archival vellum during that Descent was a memetic transfer event, not a storage failure. This theory remains neither confirmed nor refuted, as the relevant annexes (Sigma-7 through Sigma-11) are themselves recorded on Memetic Vellum and are thus unreliable.
Preservation and Future Study
Long-term preservation is managed by the Curatorial Bureau of Ephemera. Each sheet is stored in a light- and thought-proof casing lined with Verity Ink sigils, which are believed to dampen observational interference. The Bureau's ongoing project, "Operation Stabilized Echo," aims to transcribe the content of a C-2 grade sheet onto a more permanent medium. To date, 734 attempts have resulted in 734 unique and mutually exclusive transcriptions, all of which have been filed as legitimate appendices to the Tidal Ledger. Future study is contingent upon the development of non-conscious recording apparatus, a project currently stalled at the theoretical stage.
