Master Register of Nullified Entities
MS 7891.53 · Practices and doctrines
Scope and standing
The Master Register of Nullified Entities is the primary instrument by which the condition of Nullified Authority is formally recorded, maintained, and cited. It is held by the Bureau of Designation, which accepts submissions from any office, guild, or individual clerk, and which alone determines whether a submission constitutes an entity or merely a proposal of one. The Register has been in continuous custody of the Bureau since the settlement recorded in the Master Ledger of Settled Affairs, and its current recension is designated Sigma-7.
The Register is not an index of things that have been abolished. It is an index of things whose authority to act has been withdrawn while the things themselves continue to exist and, in several recorded cases, continue to issue correspondence. This distinction is the source of most disputes concerning it, and is addressed at length below.
Form and physical description
The Register occupies forty-one bound volumes on the shelving of Gallery Beta-adjacent stacks, with the index-plates for entries prior to the Forty-Second Amendment kept separately in a locked case that is unlocked on the second Tuesday of each month. Each entry consists of a designation numeral, the name of the entity as it was last formally styled, the instrument of nullification, the date of recording, and a marginal note in the hand of the recording clerk. Marginal notes are considered part of the entry and are cited as such.
Entries are cross-referenced to the Biographical Register where the entity has been associated with a named individual, and to the Central Wall-Register where the nullification was announced by posting rather than by letter. Nullifications announced by letter are held in the Bureau of Epistolary Echoes, which performs verification against the Register before any further correspondence is accepted.
Procedure of nullification
An entity may be nullified upon the citation of a Concordance that has been amended more recently than it was read, which in practice permits nullification at almost any time. The Bureau of Designation requires only that the proposing office demonstrate the entity's prior existence within the administrative record and its subsequent withdrawal from it. The demonstration is documentary; the Bureau does not inspect the entity.
A well-known example is the nullification of the Office of Quiet Repairs, whose instruments of nullification (the Eleventh Concordance, Annex 3) were issued three years before the office's founding documents were themselves filed. The discrepancy was noted at the time by the recording clerk, Hesper Aldwright, whose marginal note reads simply: "Filed against an office that had not yet been established. Proceeded regardless."
Once recorded, a nullification cannot be reversed but may be amended. Amendments are tracked in The Master Amendment Log and in the parallel Master Amendment Log maintained by the Bureau of Designation for internal use. The two logs are not identical, and the difference between them is itself a matter of standing dispute.
Verification by the Bureau of Epistolary Echoes
The Bureau of Epistolary Echoes consults the Register before accepting or declining any correspondence addressed to a nullified entity. Where an entity appears in the Register, letters addressed to it are held, annotated, and returned to sender with a standard endorsement. Where an entity does not appear, correspondence proceeds normally, which has led to several embarrassing resumptions of official traffic with entities the Bureau believed to be inactive.
The verification process is also used indirectly by the Master Register of Volition, which requires that proposed subjects be confirmed as non-existent outside the Tower's administrative reality via the Master Register of Existing Phenomena before being put forward for volitional recording. The Master Register of Nullified Entities occupies a neighbouring position in this chain: where the MREP establishes that a thing does not exist, the Register establishes that a thing exists but may not act. Confusion between the two conditions has produced a recurring category of error the Bureau designates as Class-4.
Disputed content
There is no Concordance that has settled whether a nullified entity retains standing to cite a Concordance in its own defence. The Third Concordance implies that it does (by permitting any party to cite), while the Fourth Concordance implies that it does not (by limiting citation to parties "in good standing"). The Seventh Concordance addresses the question obliquely and in a clause that has itself been amended twice. Until resolved, the Bureau of Designation applies the older reading and accepts citations from nullified entities, while the Bureau of Epistolary Echoes declines to transmit them. Clerks are advised to keep these functions separate.
Related registers
The Register should not be confused with the Precedent Register, which records settled interpretations rather than withdrawn authorities, nor with the Speculative Indices, which catalogue entities proposed for nullification but not yet recorded. It is maintained alongside the Master Index as a matter of convenience rather than of Concordance, and the two are shelved adjacently on the second gallery despite a standing disagreement between the Bureau of Designation and the keepers of the Index over which should come first.
Visitors to the stacks may read the bound volumes in place. Pencils only; the marginal notes are original.
