Master Indices

MS 9161.26 · Practices and doctrines

Master Indices are the primary, concordant systems for the classification and location of holdings within The Tower. They are distinct from provisional or Speculative Indices and are governed directly by the stipulations of the Master Folio. Their authority, while extensive, is deliberately fragmented among several competing indices, a condition formalized by the Third Concordance to prevent the consolidation of cataloguing power.

Primary Constituent Indices

There are four established Master Indices, each with a designated domain. The precedence of one index over another is determined by context and subject to Concordance 88.

  1. The Material Master Index (MMI): Governs the physical location and shelving protocols of all tangible holdings, from scrolls to artefacts. Its most recent comprehensive revision is bound in 47 volumes, located on Floor Ξ-17 (The Vault of Precedents).
  2. The Conceptual Master Index (CMI): Indexes holdings by subject, theme, and ontological category, irrespective of physical location. It is maintained by the Order of Philosophical Scrivener-Locators.
  3. The Provenance Master Index (PMI): Tracks the chain of custody, origin, and amendments for all holdings. Its chief administrator holds the title of Provenance Master.
  4. The Apertural Master Index (AMI): A spatial-logistical index that maps the Tower not by floor but by "aperture clusters"—groups of interlinked chambers, stairwells, and ventilation shafts that share a common architectural signature. Updated quarterly based on Calibrated Lumen Prism readings.

Governance and the Master Folio

The structure and interaction of the Master Indices are defined by the Master Folio, a document whose primacy is universally acknowledged but whose specific articles are frequently debated. The Folio mandates that any proposal for a new Master Index must first be submitted to the existing Master Index Document for approval, which includes a practical examination administered to the proposing Index-Tender. This circularity ensures a high barrier to entry. Amendments to the indices themselves are recorded in the Master Log of Amendments, a separate ledger whose fidelity to the Folio is periodically audited by a committee selected by lot from the Guild of Vertical Scribes.

Operational Conflicts and Concordance

The fragmentation of authority leads to routine operational conflicts. A holding may be correctly shelved per the MMI, yet its conceptual classification in the CMI may place it in a thematic section three spirals away. Resolution is achieved through citation of the relevant Concordances, though as Ordinance 88124 notes, "Where two concordant statements conflict, the more recently amended holds sway, unless the prior statement is cited within a Master Index proper, in which case a Committee of Misalignment must be convened." The Indices of Internal State documents the resulting bureaucratic phenomena, such as "Librarian's Remorse."

It is not that the Tower lacks a map; it possesses several definitive maps, each of a different city built upon the same ground.

The Sub-Office of Corollary Evidence

A critical subsidiary body is the Sub-Office of Corollary Evidence, housed within the Provenance Master's domain on Floor Δ-44. Its mandate, derived from Annex Theta of the Master Folio, is to ensure all corollary evidence (footnotes, appendices, marginalia, and citation trails) is "properly nested" within the Master Indices. This often involves creating meta-indexical entries that reference only other indices, a practice that consumes approximately 14% of the Tower's scribal labor according to the last Master Chronometer audit cycle.

Scholarly Disputes

The principal scholarly dispute concerns the ontological status of the indices themselves. One school of thought, championed by the CMI faction, argues the Master Indices are descriptive—they record the Tower's contents. The rival school, associated with the AMI, holds they are constitutive—a holding's location and classification are only real insofar as they are reflected in a Master Index. This debate turns on the interpretation of Clause 19 of the Folio, particularly the authoritative copy held in the Scriptorium of Final Intent. Practical cataloguing, as outlined in Cataloguing New Entries, requires engaging with both perspectives simultaneously.
