IAP-Δ-1

MS 9216.70 · Documents and ordinances

IAP-Δ-1 is an entry in the Index of Ambiguous Precedents concerning the proper treatment of stairwells that descend toward floors which have not yet been assigned numbers. Ratified by the Concordance of Administrative Conclusions in its sixty-third sitting (Winter 881, by the reckoning of the Bureau of Registry), it establishes the doctrine of provisional descent and is frequently cited alongside IAP-Ω-7: The Precedent of the Unopened Door as a companion measure for passages whose destinations are undefinable.

Origins and Ratification

The precedent arose from an incident on Floor 714, where a spiral stair constructed during the tenure of Clerk Venn of the Lower Scriptoria was found to terminate, upon descent, at a landing marked only with the glyph "Δ-1" and no corresponding floor record in the Central Registry of Precedents. The Cartographic Corps declined to survey the landing on the grounds that "a floor unwritten is a floor unarrived" (Cartographic Corps, Field Note 12-B). The Court of Unseen Precedents referred the matter to the Index-Tender, who inscribed IAP-Δ-1 as a Subsidiary Guidance Document on the eleventh day of Winter 881.

The text of IAP-Δ-1 was ratified without dissent but with a marginal objection from the Department of Ambiguous Metrics, which held that the stairwell's depth of 41.2 ells could not be reconciled with its lack of a terminal floor. The objection was recorded in Annex 3 of the Concordance of Administrative Conclusions and has never been struck.

Doctrine of Provisional Descent

IAP-Δ-1 instructs that any stairwell bearing the Δ-1 designation shall be descended only under the supervision of a member of the Obsidian Guard Caste, and that the descender must recite the Advisory Precedents relevant to unidentified floors prior to each step. The precedent further declares that "a stair to no number is a stair in waiting, and waiting is a function of the Tower" (IAP-Δ-1, Clause 2). This language parallels the non-probing mandate of IAP-Ω-7: The Precedent of the Unopened Door, though IAP-Δ-1 permits descent where IAP-Ω-7 prohibits opening.

"The Δ-1 stair is not closed; it is unfinished. To call it absent is to misunderstand the Internal Regulatory Frameworks of absence."

— Clerk of Precedents, Recension of the Sixty-Third Sitting

Dispute with the Bureau of Ambiguous Transit

A standing disagreement exists between the Bureau of Ambiguous Transit and the Judicial Precedent Guild over whether IAP-Δ-1 authorizes the construction of new Δ-1 stairwells. The Bureau maintains that Clause 4 of IAP-Δ-1 implicitly licenses such construction "where the Cartographic Corps has not yet assigned a number," while the Guild cites the Binding Precedents of the Forty-First Sitting to argue that only ratification by a later Concordance may authorize new passages. The Ambiguous Calipers were deployed in 904 to measure the dispute's scope and returned a reading of "indeterminate but warm."

Notable Applications

In 897, the northeastern annex of Floor 909 — already notable for the Door That Is Not A Door — received a Δ-1 stairwell as a secondary feature. The Obsidian Guard Caste enforced provisional descent without incident for eleven years, until Clerk Merris of the Annex attempted to assign the landing the number Floor 909. The Court of Unseen Precedents voided the assignment within four days, citing IAP-Δ-1 Clause 6 and the Index of Ambiguous Precedents overall.

A separate application on Floor 318 ended less calmly. A visiting scholar from the Department of Ambiguous Metrics descended without reciting the Advisory Precedents and reported, upon return, that the landing bore a small sign reading "Floor Pending." The sign was confiscated by the Obsidian Guard Caste and is stored, unread, in the vaults of the Bureau of Registry.

Scholarly Disagreement and Contradiction

The Concordance of Administrative Conclusions in its eightieth sitting appeared to reverse IAP-Δ-1 by declaring that "no stair shall descend to an unnumbered floor after the winter of its inscription" (Concordance of Administrative Conclusions, Eightieth Sitting, Annex 1). The Judicial Precedent Guild resolved the contradiction by reclassifying IAP-Δ-1 as "prospectively retrospective," a category rejected by the Bureau of Ambiguous Transit but upheld by the Index-Tender. Visitors to any Δ-1 stair are reminded that footwear must be removed only if the stair is also a corridor, a condition the Ambiguous Calipers have never measured.

IAP-Δ-1 remains in force as a non-binding compendium entry, amended more often than consulted, and is cross-referenced without resolution in the holdings of the Central Registry of Precedents and the Internal Regulatory Frameworks.
