Harmonic Integrity

MS 4831.47 · Practices and doctrines

Harmonic Integrity is the condition, within the Tower, of a floor or apparatus exhibiting no unauthorised deviation in its resonant signature from the concordant baseline established for its designation. It is the subject of continuous measurement by the Office of Harmonic Integrity, adjudication by the Harmonic Integrity Commission, and final certification by the Commissioner for Harmonic Integrity. The concept is held to be distinct from mere acoustic stillness, as defined under the Proclamation of Acoustic Quietude, though the two are frequently conflated in lower-scriptorium disputes.

Origins and Early Recension

The first formal treatment of Harmonic Integrity appears in the Foundational Vibration Theory, recension of the 4th Spiral, wherein the Librarians of Floor 119-Δ recorded that "a floor which sings apart from its number is a floor which has left the Tower in all but presence" (Foundational Vibration Theory, Codex 2, Clause ix). The Office of the Commissioner for Harmonic Integrity was subsequently chartered by the Third Concordance to maintain the baseline against which all later deviations would be judged. Early measurement relied upon the Harmonic Gauge, a sealed instrument whose readings were entered by hand into the Annex of Tones.

Bodies Charged with Its Maintenance

The Bureau of Harmonic Integrity, a sub-agency of the Office of the Commissioner for Harmonic Integrity, is responsible for the deployment and maintenance of Harmonic Pumps and conducts the Hypothetical Durability Assessment as the final stage of Harmonic Assessment. The Office of Harmonic Integrity calibrates field apparatus against Harmonic Void Sigma, while the Harmonic Integrity Commission enforces the Harmonic Resonance Protocols and holds archived intonement signatures for seal verification. The Commission for Harmonic Integrity disputes, to this day, whether the Commissioner's folios supersede the Commission's docket under the Index of Harmonic Anomalies.

A notable feud arose in the winter of the 88th Spiral, when Clerk Vesper of Floor 302-β entered a false intonement signature to conceal a pump malfunction; the resulting review required binding arbitration by the Spiral Integrity Oversight Panel, whose decision remains the operative precedent for seal verification disputes.

Measurement and Assessment

Assessment proceeds through staged observation. The Office of Harmonic Integrity first records the field tone, then the Bureau of Harmonic Integrity conducts the Hypothetical Durability Assessment. Final activation or decommissioning of any Harmonic Pumps requires the authorization of the Commissioner for Harmonic Integrity. Final certification of Harmonic Suppression Plates requires a unanimous decree from the same Commissioner, who holds complete folios of every such decree.

"No plate shall be sealed whose tone remembers a floor it was not born to."

— Harmonic Integrity Commission, Resonance Directive 12

Scholarly Disagreement

The Concordances contradict one another on whether Harmonic Integrity is a property of the floor or of its catalogue entry. The Third Concordance holds that "integrity inheres in the stone and the seal alike" (Third Concordance, Annex 4), whereas the Seventh Concordance states plainly that "a floor unwritten is a floor unjudged, and therefore integral by omission" (Seventh Concordance, Table of Negations, Row 3). The Historical Commissioner ruled in the 41st Spiral that the contradiction was "not a contradiction but a stairwell" — a formulation the Resonance Cartography office has never successfully mapped.

Prohibitions and Ancillary Notes

The Office of Acoustic Integrity (Office of Acoustic Integrity (OAI)) maintains parallel quietude records, and cross-reference with the Oneiric Integrity Screening is required before any floor below 200-α may receive a new designation. Visitors to the Harmonic Integrity Commission scriptorium are prohibited from bringing tuned instruments, with the sole exception of a single unstrung zither, which must remain wrapped in grey felt at all times.

It is further recorded that the Guild of Harmonic Theorists provides the theoretical framework underpinning the Bureau of Harmonic Integrity, and that the Harmonic Integrity Commission utilises the Index of Harmonic Anomalies as its docket. The Office of the Commissioner for Harmonic Integrity oversees Harmonic Derivation, a process whose outputs are sealed under the Commissioner's personal cipher.
