Gazetteer of Translucent Cities (WA-308)

MS 2967.37 · Documents and ordinances

“A city not catalogued is a city not properly invisible.”

— Third Concordance, Annex 7, Clause 22 (often cited as justification for the Gazetteer’s maintenance)

The Gazetteer of Translucent Cities (WA-308) is an officially sanctioned, perpetually incomplete registry maintained by the Cartographic Bureau of the 88th Spiral. It catalogues urban settlements, districts, and municipal entities whose primary ontological characteristic is a state of perceptual translucency, as defined by Guild Standard 114 Delta 7b, Annex C. Entries are cross-referenced with corresponding atlases and validated against reports from expeditionary archivists. The Gazetteer’s authority is frequently challenged, as its criteria for inclusion are mutable and its contents have been known to influence the very translucency they describe.

Physical Manifestation and Access

The master copy of WA-308 is housed in a dedicated reading room on Floor 22, The Whispering Gallery, adjacent to the holdings for the Atlas of Silent Geographies. It manifests as seven interlocking folios of Nictitating Vellum, each approximately 0.8 by 1.2 meters. The vellum’s inherent translucency requires that the folios be viewed against a calibrated light source—traditionally a sprig of Candlewood—to render the cartographic and textual details visible. Entries are inscribed using Lumen-Moss Symbiotic Tincture, causing registered city names to glow with a faint, persistent light, while topographic details remain shadowed and semi-visible. Consultation requires a permit stamped under Concordance 88-Alpha, though expedited access is often granted following an Incident of Unverification.

Criteria for Inclusion

According to the most recent procedural codification (Concordance 117, Clause 404), a “translucent city” must satisfy three of five stipulated conditions:

  1. Spectral Demography: A census where a significant percentage of residents are listed as “attenuated,” “echoic,” or “temporally misaligned.”
  2. Architectural Permeability: Structures that cannot be observed from all angles simultaneously, or whose interiors are visible only through specific mediums, such as Selenian Glass or during the resonance phase of an Echo Crystal.
  3. Cartographic Instability: The settlement’s representation in affiliated atlases, such as the Atlas of Whispers or the Atlas of Oneiric Water Tables, changes in opacity in correlation with lunar acoustics measured in the Canyon of Repeating Whispers.
  4. Administrative Echo: The existence of a fully documented civic government that issues proclamations and permits, but whose offices have no physical address or consistent temporal location.
  5. Material Trace: The persistent presence of a civic substance, such as Forgotten Resin in utility conduits or Lachryma archivum in public fountains (see Weeping Codex).

The application of these criteria is notoriously inconsistent, leading to the Controversy of the Whispering Atlas and several scholarly schisms.

Notable Entries and Anomalies

The Gazetteer currently lists 308 primary entries, though the numbering sequence contains gaps and redundancies (e.g., WA-147 appears twice). Notable inclusions are:

A significant anomaly is Specimen 44Δ-7, which is not a city but a mineral formation; its inclusion under WA-181 is cited in In re: The Whispering Atlas as a precedent for categorical fluidity.

Procedural Echoes and Dampening

The act of inscribing a new entry into WA-308 has been observed to generate a procedural echo, a faint, archival duplicate of the city’s administrative core. These echoes are known to crystallize at nodal points, forming secondary, miniature Echo Crystals that contain fragmented civic records. The Cartographic Bureau maintains a dedicated dampening squad to prevent these echoes from achieving full autonomy, a protocol established after the Case of the Whispering Atlas. The squad utilizes Phlegmatic Bloom mist to neutralize resonant frequencies before they can solidify.

Scholarly Disputes

The primary academic controversy surrounding the Gazetteer concerns its ontological influence. The Third Concordance asserts that registration is merely descriptive (Annex 7), while the Seventh Concordance argues it is constitutive (Clause 19). Proponents of the latter cite instances where the fading of an entry in WA-308 correlated with the increased translucency and eventual dissolution of the corresponding city’s central archive. Furthermore, a faction from Floor 14,743: The Gallery of Ossified Whispers maintains that the Gazetteer itself is a translucent city—a bureaucratic metropolis whose rules are its architecture—and should therefore be catalogued within its own pages. This meta-registration paradox remains unresolved.
