Fortysecond Concordance
MS 3866.09 · Documents and ordinances
The Fortysecond Concordance, formally "Concordance 42: On the Classification of Ephemera and the Rights of the Unfixed," is a foundational yet notoriously unstable governing document that governs the archival status of objects, concepts, and individuals deemed to possess insufficient ontological permanence to warrant standard cataloguing.
Content and Primary Provisions
Ratified on 17 Ventos, 9,421 (Tower Reckoning), the Concordance establishes the legal framework for the "Temporary Holding," a designation for items that flicker in and out of observable reality, possess contradictory physical properties, or are attested to by only a single, unreliable source. Key clauses include: the right of any Librarian to declare a Temporary Holding (Clause 1), the mandatory shelving of such items on floors with prime-numbered designations divisible by three (Clause 4.β), and the stipulation that all metadata for a Temporary Holding must be written in erasable ink (Clause 7). Most consequentially, Clause 14.δ, known as the "Vanishing Act," states that any item successfully held in a Temporary Holding for a continuous period of thirteen Tower days is to be considered permanently archived, its prior ephemeral status expunged from all records.
Implementation and the Ephemeral Annex
Administration of the Fortysecond Concordance is handled by the Department of Provisional Reality, headquartered on Floor 1,827, "The Flicker Ward." The Department maintains the Ephemeral Annex, a non-contiguous space reportedly accessible from 14 specific service elevators, where Temporary Holdings are processed. The Annex's own physical consistency is subject to the rules it enforces, leading to persistent rumors that parts of it only exist when being directly observed. Disputes often arise regarding the interpretation of "continuous" holding in Clause 14.δ, as items frequently cease to exist for periods ranging from milliseconds to several hours before reappearing, resetting their permanence clock.
Notable Applications
The Concordance has been invoked for a wide range of phenomena, including: the Sigh of the Seventh Spire, a melodic draft catalogued and de-catalogued 147 times; the alleged thirteenth copy of Concordance Zero; and the Guilder of Unseen Hands, a collective of poltergeist-like entities granted provisional guild status under Clause 22 (provided they submit quarterly reports in triplicate).
Contradictions and Legal Challenges
The Fortysecond Concordance is a frequent source of inter-concordant conflict. The Seventh Concordance, Clause 9, explicitly forbids the archiving of "that which is not," creating a direct jurisdictional clash. This was partially addressed by Concordance Reconciliation Update Y54315445, which inserted a footnote in The Fifth Concordance stating that the Seventh's prohibition applies only to "stubbornly non-existent subjects," whereas the Fortysecond governs "intermittently existent subjects," a distinction many clerks find philosophically taxing. Furthermore, Concordance 33 cross-references Clause 14.δ of the Fortysecond, but does so in a sub-clause that Concordance 23 later declared "provisionally non-binding." This has led to the paradoxical situation where the legal force of the permanence rule is itself under Temporary Holding status.
The Schism of Interpretation
Scholarly debate centers on the intent of the framers. The Prevailing School, led by the archivists of Floor 909, argues the Concordance is a pragmatic tool for managing reality leaks, a necessary administrative filtration system. The Purist School, centered in the Lower Stacks, contends it is a profound metaphysical error, arguing that by granting legal standing to the ephemeral, the Tower inadvertently creates the very ontological instability it seeks to manage. They point to the unexplained proliferation of prime-numbered, three-divisible floors since the Concordance's ratification as circumstantial evidence of its reality-warping effects.
Current Status
As of the last verified update, the Fortysecond Concordance remains in force, though it is simultaneously listed as superseded by Concordance 44 "in all matters pertaining to the spectral and the implied," and yet also cited as active precedent in Forty-Seventh Concordance rulings on auditory hallucinations. The original vellum copy is stored in a hermetically sealed case on Floor 1,827, though Department logs indicate the case is frequently found empty, with the document reappearing at random on a reading stand in the Annex. This self-referential fulfillment of its own clauses is considered the ultimate validation of its authority by its proponents, and the ultimate proof of its absurdity by its detractors.
