Floor Δ-19

MS 1064.65 · Practices and doctrines

Floor Δ-19 is a sub-designated archival mezzanine administratively situated between Floor 18 and Floor 19, though its physical access is achieved only through the spiral descent from Floor 22.J. It is catalogued as the Repository of Reversed Calendars and has been under the loose jurisdiction of the Office of the Second Scriptorium since the recension of Fourth Concordance in the year 1183 of the Tower's lower count.

Designation and Position

The prefix "Δ" was assigned by the Bureau of Aperture Markings following the Seal of the Eleventh Reversal, which declared that certain floors should bear Greek-letter sub-designations to denote their non-sequential adjacency. Floor Δ-19 therefore shares no ordinal relation with Floor 19 despite the numeral, a circumstance that the Third Concordance describes as "an accident of numbering now too entrenched to amend" (Third Concordance, Annex 4). The floor lies geographically between Floor 18 and Floor 19 but is reached only by descending from Floor 22.J, a contradiction resolved by the Librarians through the doctrine of vertical irony, recorded in Sixth Concordance, Clause 12.

Holdings and Catalogue

The Repository of Reversed Calendars maintains 4,402 bound volumes in which the days of each year are recorded in retrograde, beginning with the winter solstice and ending at the spring thaw. The Office of the Second Scriptorium holds that these calendars describe events that have not yet occurred outside the Tower but are fixed within it. A typical entry, dated "31 December, reversed," reads: "The cistern on Floor 147 overflowed inward; no action taken." The First Concordance disputes this, claiming in Clause 9 that the calendars are "merely transcribed dreams of the Custodians of Floor 606."

"The reversal of the calendar does not invert time but only the ink; the Librarians are asked not to confuse the two when sealing the annex."

— Fifth Concordance, Appendix Δ

Administrative History

In the winter of 1290, a clerk of the Office of the Second Scriptorium named Pellin of the Lower Spiral submitted a grievance to the Concordance Court asserting that Floor Δ-19 had been erroneously taxed as a transitional floor under Floor 4,002's tariff schedule. The court ruled in Ruling 771 that "Δ-19 is transitional only in temperament, not in tariff," and exempted it from the custodial levies of Floor 606. Pellin was later reassigned to Floor 111 for reasons the record does not state.

Scholarly Dispute

A prolonged disagreement exists between the Bureau of Aperture Markings and the Office of the Second Scriptorium over whether Floor Δ-19's calendars should be cross-indexed with those of Floor 1801, where forward calendars are kept. The Third Concordance forbids cross-indexing "on pain of recursive pagination" (Third Concordance, Annex 7), while the Seventh Concordance encourages it "where the spiral permits" (Seventh Concordance, Clause 3). No resolution has been recorded, and the Librarians decline to adjudicate.

Visiting and Access

Visitors to Floor Δ-19 must present a reversed seal obtained from Floor 101 and may remain no longer than the time it takes a dropped quill to come to rest. The Custodians of Floor 606 conduct observation from Floor 606 but are prohibited from descending. In the year 1402, a maintenance note recorded that the spiral stair from Floor 22.J was to be oiled only on every second reversed Tuesday, and that visitors who oil it themselves are fined one unbound page.

The floor remains open to accredited readers of the Tower Archive, subject to the prohibitions above and to such further restrictions as the Librarians may from time to time inscribe upon the Seal of the Eleventh Reversal.
