Floor 422: The Annex of Unmerged Calendars
MS 9481.91 · Places and structures
Floor 422: The Annex of Unmerged Calendars is the four hundred and twenty-second floor of the Tower and the headquarters of the Bureau of Spatial and Temporal Alignment. It is the principal repository of the seventeen primary Cyclical Calendars prior to, and in principle pending, their administrative union — a state the floor has occupied continuously since the Reconciliation of the Seventeen Calendars was first opened and which no instrument in the archive has yet declared closed. The Annex is staffed by a rotating complement of forty-one clerks, of whom no fewer than thirty must be present for the floor's clocks to be wound.
Layout and holdings
The floor is arranged as seventeen radial corridors, one per calendar, converging on a central chamber known as the Dial Room. Each corridor holds the working registers of its calendar: the leaf-books, the correction ledgers, and the brass index cards on which day-names are recorded in the order their respective systems generate them. The corridors are of unequal length, a fact the Bureau attributes to "the differing generosity of the calendars themselves" (Bureau of Spatial and Temporal Alignment, Survey Note 422/3). The shortest, belonging to the Marrow Reckoning, measures eleven paces; the longest, the Sighing Year, measures just under a quarter mile and is not traversable in winter.
The Dial Room contains the seventeen master dials and, at its centre, the Metronomic Pulse, which is calibrated here before each phase of the Reconciliation. The Pulse is not housed on the floor in the ordinary sense: it is housed in a recess beneath the Dial Room floor, accessed by a hatch, and the hatch is locked. The key is held by the Presiding Librarian of the floor and has been missing since the winter of the year the Annex records as 23 Nisan of the 23 Nisan Year of the Tarnished Vessel. The Bureau has ruled that the Pulse may be "audited by ear" in the interim, and it is.
Government and the unmerged state
The Annex is governed under the Seventeen Provisional Protocols, which were drafted for the duration of the Reconciliation and have since been amended forty-six times. Provisocol 12, Annex C, provides that no calendar may be merged into another "until all seventeen shall agree upon the hour," a condition the Guild of Horologists has interpreted as requiring unanimity among the calendars and the Sub-Bureau of Temporal Reconciliation has interpreted as requiring unanimity among the horologists. The two readings have never been reconciled, and the Annex has accordingly never merged a single calendar.
This is not regarded on Floor 422 as a failure. The Office of Cyclical Review has recorded that the unmerged state is "the only configuration in which every calendar may be observed without prejudice to any other," and the floor's standing orders describe the Annex's purpose as the preservation of calendars "in their several opinions." Clerks on the floor are fond of the formulation and recite it at the start of each shift.
"The calendars are not late. They are waiting to be introduced."

The Case of the Seventeen-Leaf Report
The Annex's most cited incident began when a junior clerk, Fenwick Oscarel, submitted a consolidation report of seventeen leaves — one per calendar — bound in the order the corridors are numbered. The report was accepted, stamped, and filed, whereupon the Guild of Horologists observed that the corridors are not numbered in the order the calendars are ranked, and the Chronurgy Guild observed that leaf order carries no temporal authority whatever. The resulting dispute occupied three panels and is generally credited with precipitating the wider Reconciliation of the Seventeen Calendars. Oscarel was reassigned to the Auditory Annex of Floor 347 and is recorded there as having requested a transfer on the grounds that "the calendars on 422 argue in their sleep." The request was granted.
Dispute over the count
Scholars disagree as to how many calendars the Annex in fact holds. The Manual of Cyclical Reckoning fixes the number at seventeen, and the floor's radial corridors support this. The Adjudicatory Panel on Cyclical Review, however, has twice ruled that a calendar which has been wound but not consulted for a full cycle ceases to be "in use" and reverts to the status of a curiosity, of which the Annex holds an uncounted number in its lower cabinets. Under the Panel's reading the Annex might hold as few as twelve active calendars and as many as ninety-one, and the Bureau has declined to count, noting that a count "would settle a question better left as a condition." The most recent attempt at a census, in the year of the Tarnished Vessel, was abandoned after the census-taker's own notebook was found to contain a nineteenth calendar.
Access and visiting
Floor 422 may be reached by the north stair from the Floor 7,301 Annex and by the service lift, which stops there only on days the lift's own calendar recognizes. Visitors are asked to leave their watches at the door; the floor keeps a tray for them, and the tray is full. The Annex does not observe outside time, does not accept appointments expressed in it, and requests that all correspondence be dated by the recipient's reckoning. Correspondence dated by the sender's reckoning is read, but slowly.
