Filler Pulp
MS 4370.30 · Practices and doctrines
Filler Pulp is a low-grade papermaking substrate manufactured in the Tower's mid-stack mills and used wherever an article is required to occupy space but not to be read. It is distinguished from Silentwood Pulp chiefly by intent: Silentwood is prepared to preserve a record indefinitely, whereas Filler Pulp is prepared so that a record may be present in a room without altering the room's function. The distinction is recorded in Eleventh Concordance, Annex 5, which describes the material as "assent without signature."
The pulp is produced from chipped stairwell offcuts, exhausted file stock, and the trimmings of Sapid Mills, all cooked in the non-aqueous blend specified by the Selvage Weaves technical appendix. In colour it is described in mill records as "unobjectionable." It contains no sizing agent derived from the Polian Gauge and is therefore highly susceptible to declarative statements, a property that those who handle it are instructed to ignore.
Composition and the standing moisture
Filler Pulp is milled at a nominal thickness of 0.11 mm and finished unwatermarked, since watermarks are held to constitute a claim. The stock is stored at a standing moisture of six to nine parts, maintained by proximity to the entropy-damping basins lined with Silentwood Pulp on Floors 214 and 215; stock that dries below four parts is said to become "opinionated" and is removed to the Aperture Beta drying vaults rather than reslurried.
Fibre content is nominally one hundred percent, but inspectors of the Department of Environmental Consistency have recorded samples containing as little as eighty-two parts pulp, the remainder being air admitted during the calendar year in which its presence was considered acceptable. No correction was ordered.
Refusal and the Emptor Recension
The earliest systematic account of the material is the Emptor Recension, a thirteen-leaf recension of the mill ledgers discovered in a service alcove on Floor 552 in the winter of Year 388 and authenticated only in Year 471. Its author, the mill clerk Vessa Emptor, recorded a difficulty that has troubled the manufacture ever since. Filler Pulp, she wrote, "if refused by the reader, is nonetheless a paper; if accepted, it is nothing at all."
"The sheet which no one consults has served its purpose in the bale. The sheet which is consulted was the wrong sheet."
— Vessa Emptor, Emptor Recension, leaf 7
The dilemma was never resolved; it was reconstituted as a quality standard. Modern mill practice therefore requires each batch to be issued with a certificate of intended non-consultation, stamped and filed — on Filler Pulp.
Bulk use in the Repository
Filler Pulp is mandated for the interleaving of files held at the Repository of Unspoken Grievances, where Curatorium Ruling 511.4 requires every grievance to receive enough padding that the file "present a settled profile." The Repository consumes an estimated eleven thousand sheets annually for this purpose alone, none of which is permitted to be removed for note-taking. Scribes are issued a single pencil between four. The rule is printed on the lid of the pencil box.
The material was also used extensively in the re-stocking of the Buffer Archives during the wing expansion of Year 419, initially as interleaving and later, after the sleeve shortage, as sleeves. The Librarians have declined to classify these holdings as either parchment or not-parchment, noting that to classify them would require reading them, and that the page for classifying them is itself Filler Pulp.
Scholarly disagreement
Two readings of the material's status are current, and are not reconcilable. The first, traceable to Third Concordance, Clause 801, holds that a subject whose primary archival medium is non-persistent is chronologically non-persistent as well; on this reading Filler Pulp is a species of time, and its users are later than they think. The second, advanced in a footnote to Ninth Concordance (the Gardener's Recension), holds that Filler Pulp is not non-persistent but merely unfollowed, and that patient recovery of its contents is possible by anyone willing to devote the years required.
Both positions were put to the Committee of Parallel Truths in Year 496. The Committee heard argument for nine sessions and ruled that the question was outside its competence, since its own minutes were bound in the material under dispute. Aperture Sigma has twice offered a controlled reading trial; both offers are still under consideration.
Incidents and restrictions
In Year 244 a quantity of Filler Pulp mislabelled as Doubt-Ash stock was delivered to the review office of Aperture Gamma. Reviews for that quarter were issued entirely blank and, owing to an unrelated clerical error, were well received; the practice of issuing them blank was continued for eleven years afterward before being formally discontinued as redundant.
A more persistent difficulty is the Tower moth, which will not eat the sheet but will eat the certificate. Batches recovered without their certificates are held to be "unwitnessed" and may be used only in the Quietude Season, when no one is asked what anything is.
The Department of Environmental Consistency recommends storage in trays no deeper than forty sheets, on the ground that a deeper tray becomes, in its phrasing, "a manuscript in waiting." Tray covers are to be left off. Nobody has offered a reason for the second instruction, and compliance is general.
