Sigma-7
MS 7158.94 · Practices and doctrines
Sigma-7 is the common designation for Article VII of Security Protocol Sigma and, by extension, the specialized regulatory body mandated therein. The term also applies to the specific physical and temporal conditions required for the operation of Peregrine-Sigma equipment and the synthesis of Sigma-Glass, as delineated by the Article.
Textual Provisions
Within Security Protocol Sigma, Article VII is a concise document of only three clauses. Its primary function is to establish a closed environmental and procedural loop for activities involving Sigma-Glass Precursor and its derivatives. Clause 1 mandates that all procedures governed by Descent Protocols Sigma be conducted within a controlled atmosphere of "seven parts stillness to one part directed intent." Clause 2 assigns oversight of this environment to a permanent office, the Sigma Regulator. Clause 3 stipulates that any deviation from the conditions outlined in Clause 1 constitutes a breach of Protocol, subject to immediate cessation of operations.
The interpretation of "seven parts stillness to one part directed intent" is the core responsibility of the Regulator. The prevailing operational definition, established in Ruling 44-A, quantifies stillness as sub-auditory atmospheric vibration (below 3 Hz) and directed intent as the calibrated energy signature of an active Sigma Array.
The Sigma Regulator Office
The Sigma Regulator is a singular administrative role created by Sigma-7. The office is permanently stationed at a monitoring console on Annex Sigma, with a secondary observation post in the Aperture Sigma-7 stairwell. The Regulator’s duties are threefold: to certify the atmospheric conditions on Line Sigma prior to any sanctioned activity, to maintain the log of Peregrine-Sigma operational hours, and to file quarterly compliance reports with the Office of Concordance. The Regulator possesses the authority to halt any procedure on Line Sigma immediately, an authority that supersedes even that of Jurist Sigma-1.
The Regulator’s mandate is purely atmospheric and temporal. They are expressly forbidden from interpreting the legal substance of the Descent Protocols or adjudicating disputes over quarrying rights. Their domain is the 'how,' not the 'why.'—Commentary on Security Protocol Sigma, Vol. II
Operational Application
In practice, the declaration "Sigma-7 conditions are met" is a necessary precursor to several high-security Tower functions. This includes:
- The activation sequence for any Peregrine-Sigma apparatus.
- The synthesis phase in the ateliers where Sigma-Glass Precursor is refined into Sigma-Glass.
- The quarterly calibration of the Halved Bell of Aperture Sigma.
The conditions are maintained by a dedicated subsystem of Atmospheric Protocol Sigma, which filters airflow and dampens harmonic resonance across Line Sigma. The Stairwell Sigma-44 is designed as a pressure-lock to preserve Sigma-7 conditions when personnel transfer is required.
Jurisdictional Conflicts
The most persistent scholarly dispute regarding Sigma-7 concerns its jurisdictional boundary with Descent Protocols Sigma-1 through Sigma-9. The Sigma Loop Doctrine, a later interpretive framework, argues that Sigma-7 creates a self-contained legal and physical micro-environment, effectively rendering activities within it immune to external legal challenge while they are ongoing. Proponents of the older "Procedural Subordination" view maintain that Sigma-7 is merely a safety regulation that does not suspend the underlying authority of the Descent Protocols or the jurist assigned to them.
This conflict became material during the Reroute Authorization for Line Sigma, where work crews operating under Sigma-7 conditions proceeded with structural alterations that, it was later argued, violated traffic-flow stipulations in Descent Protocol Sigma-6. The resulting legal impasse was only resolved by a special dispensation from the Office of Concordance, which has yet to be fully reconciled with either interpretive model.
Sigma-7 as Designation
Due to its encompassing nature, "Sigma-7" has evolved into a shorthand designation within Tower bureaucracy. One may refer to "the Sigma-7 ateliers" on Annex Sigma, "Sigma-7 compliant transport," or even "a Sigma-7 shift" to denote the period when conditions are actively maintained. The Spiral 44 Expedition was notable for successfully petitioning to have its entire duration, from staging in Stairwell Sigma to its return, declared under a Continuous Sigma-7 Dispensation, a logistical feat that required four rotating Regulators.
