Department of Ontic Prefiguration
MS 4542.20 · Guilds, orders and offices
The Department of Ontic Prefiguration (DOP) is a constitutive office of the Librarian bureaucracy, chartered under the Librariansreconciliation of 1901 to maintain the Referential Catalogue and authorize expeditions to floors dedicated to speculative, potential, or not-yet-manifest subjects. It operates under the procedural umbrella of the Office of Ontic Verification but maintains a distinct mandate focused on the anticipatory phases of ontological cataloguing, prior to the formal processes of Ontic Substantiation.
Mandate and Primary Functions
The Department’s core duties are enumerated in Annex Γ of the Reconciliation of 1901. These include: the continuous curation and cross-indexing of the Referential Catalogue; the issuance of Expeditionary Warrants for preliminary forays into ontically unstable or prefigurative floors; and the preliminary assessment of a subject’s eligibility for full ontic ratification. The DOP is often described as the “gatekeeper of possibility,” determining which speculative concepts warrant the allocation of archival resources and space within the Tower’s vertical structure. Its findings are passed to the Office of Ontic Verification for final adjudication, a handover process governed by Concordance 712, clause 4.
Operational Structure
The Department is headquartered on Floor 14,099 (commonly referred to as the “Antechamber of Probabilities”), though it maintains auxiliary listening posts on several ontically fluid floors, including Floor 7,412 (“The Murmurous Corridor”). It is divided into three Bureaus: the Bureau of Precedent Collation, which analyzes historical patterns of manifestation; the Bureau of Speculative Topography, which maps reported features of unstable floors; and the Bureau of Warrant Authorization, which processes and stamps expeditionary petitions. Senior staff hold the title of Prefigurator, a rank equivalent to a Grade VII Archivist in other departments.
The Referential Catalogue
The Department’s most significant holding is the Referential Catalogue, a dynamic ledger that does not catalogue existing things, but rather indexes the patterns of reference, allusion, and narrative scaffolding that typically precede an ontological event within the Tower. For example, a sudden proliferation of cross-references to “amber that remembers” or “the seventh silence” in unrelated archival documents would be logged by the DOP as a potential prefiguration. The Catalogue is updated quarterly, and its Master Index is subject to a counterfactual audit every fifty years.
Controversies and Doctrinal Disputes
The Department’s authority is not uncontested. A long-standing scholarly dispute, often called the “Preemption Debate,” centers on whether the DOP’s cataloguing activities can cause the manifestation of the subjects it records, thereby violating the principle of ontic neutrality. Proponents of this view often cite the so-called “Case of the Cobalt Hymn,” where a detailed DOP entry on a theoretical sonic phenomenon appeared in the Catalogue thirteen days before an expedition to Floor 22,180 (“The Resonant Cistern”) reported hearing it. The Department denies causal influence, attributing such sequences to superior predictive modeling, as outlined in their defense published in the Annals of Prescient Archivy, Vol. 44.
Furthermore, its relationship with the now-absorbed Department of Ontic Verification was historically fraught. Prior to the Edict of Precedence, both departments claimed jurisdiction over the “grey period” between prefiguration and verification, leading to conflicting anchor assessments and rival filing procedures. This overlap was a primary catalyst for the administrative reorganization that culminated in Ruling 4117-γ.
Notable Expeditions Authorized
The Department has authorized several landmark preliminary surveys. These include the Fenton-Lowe Survey of Floor 9,001 (concerning “cities built on the backs of extinct metaphors”), which later received a full Ontic Stamp; and the ill-fated Candlewick Expedition to Floor 3,337 (concerning “shadows with independent custody agreements”), which was subsequently placed under a Temporal Bleed quarantine. A complete list of active warrants is maintained in the DOP’s public ledger, available for review in the Archives of Extinct Possibilities reading room by appointment.
