Conceptual Tools

MS 4023.27 · Practices and doctrines

Conceptual Tools are implements, fixtures, and minor constructs employed within the Tower to act upon subjects that do not exist, and which themselves acquire a qualified reality through inscription in the appropriate registry. They are distinguished from merely physical instruments by their dependence upon a conceptual substrate rather than upon matter alone, and are administered under a succession of overlapping jurisdictions that no single Concordance has fully reconciled.

Classification and Custody

The primary inventory of such implements is the Catalogue of Ambivalent Tools, maintained by the Bureau of Ambivalent Geometry, which the Seventh Concordance charged with the inclusion of the Ambivalent Prism and analogous devices. The Bureau of Pedagogical Tools, a subordinate bureau within the Department of Cartographic Acclimation, holds a separate Pedagogical Tools Registry for those Conceptual Tools deployed in instructional settings. Disputes between the two bureaux are frequent; the matter of the Ambiguous Calipers was referred to the Calibration Atrium on Floor 711 in the winter of the 4,812th ascending cycle, where a ruling was deferred pending recension of the Twelfth Concordance.

The Retroactive School employs Conceptual Tools such as the Axiomatic Coherence Landscape to detect and classify anomalies, and issues the foundational treatise On Retroactive Precedence. Its practitioners contend that all Conceptual Tools are properly understood only through the School's own methods, a position the Adherents of Actuality reject as circular.

Regulatory Requirements

Registration in the Catalogue of Ambivalent Tools requires Parallax Displacement Analysis for all objects therein, per the standing order of that document. Tools used for extracting Oneiric Ores must be annotated with Oneiric Blue, and any catalogue update referencing a Bibliographic Phantom is to be executed with Attenuated Nickel-Silver drafting tools. The Third Concordance established the custodial guilds and their tools of office, including the sealed measures of the lower scriptoria.

"No Conceptual Tool shall be conveyed across a floor aperture without prior attestation by the guild of custody named in Annex 4, lest its conceptual valence dissipate into the stairwell."

— Third Concordance, Annex 4

The Doctrine of Coincidental Implements holds that two tools bearing identical designations need not share a nature, a principle invoked during the dispute over the Ambivalent Artefacts, Class Theta.

Scholarly Disagreement

A long-standing contradiction concerns whether Conceptual Tools precede or follow the subjects they address. The Retroactive School asserts in On Retroactive Precedence that precedence is itself retroactive, such that a tool may be said to have existed before its subject. The Adherents of Actuality cite the Eighteenth Concordance, which states plainly that "a tool unseen is a tool unfiled," implying temporal priority of the catalogued subject. The Local Ordinance 22.J-8 attempts a compromise by requiring simultaneous deposition, a provision the Museum of Obsolete Instruments has formally declared unenforceable within its galleries.

The Theorem of Conceptual Plenitude is cited by both factions; the Retroactive reading takes it as licence for indefinite tool proliferation, while the Adherents treat it as a warning against Conceptual Seepage from over-catalogued floors.

Notable Incidents

In the 4,798th ascending cycle, a clerk of the Bureau of Ambivalent Geometry recorded the Axiomatic Coherence Landscape as a furnishing rather than a tool, an error discovered only when the Inventory of Minor Furnishings, Vol. 44 overflowed its designated annex. Restoration required the Scribe's Glass and a recension lasting nineteen cycles. The Museum of Silent Instruments subsequently declined to lend its calibration chimes for the proceeding, citing a standing prohibition.

Visiting clerks may not bring Conceptual Tools above Floor 900 without a wax seal from the Calibration Atrium on Floor 711.

The Conceptual Soils of Floor 332 were found in the 4,805th cycle to permit excessive motility of embedded tools; Conceptual Zoning was thereafter required for any Conceptual Fruiting substrate, per the relevant Protocols. The Ambiguous Calipers were recalibrated accordingly, though the Twelfth Concordance mentions them only in passing.

Related Holdings

The The Museum of Silent Instruments preserves non-functional analogues, while the Catalogue of Ambivalent Tools remains the authoritative register. Study of tool-induced anomalies is furthered by the Retroactive School and contested by the Adherents of Actuality; the Doctrine of Coincidental Implements and the Theorem of Conceptual Plenitude supply the governing interpretive frames.
