Committee for Unintended Synthesis

MS 4855.71 · Guilds, orders and offices

The Committee for Unintended Synthesis is a standing body of the Librarians charged with the identification, containment, and retrospective authorisation of Syntheses that were not petitioned for. It is the Tower's only committee constituted to act upon works that no one set out to make. Its seat is a narrow chamber on Floor 88, formerly a map store, and it convenes on the first and third Refiling Days of each month — except during the weeks bracketing the Synthesis Phase audit, when it convenes not at all and refers all matters to its secretary.

The Committee holds a persistent and well-documented position that unintended Syntheses are not errors but surplus: "A Synthesis performed without leave has still been performed," reads its founding writ, "and the archive is enlarged by it whether or not the archive consented." This view has survived six attempts to overturn it, three of them originating within the Committee itself.

Origin and founding writ

The Committee was constituted by Ninth Concordance, Annex 12, in the wake of the Marrow Stair Incident of the winter of that year, in which a routine Cartographic Synthesis on Floor 212 produced, without any filing, an additional stairwell that descended nineteen floors and terminated in a wall bearing a painting of the intended stairwell. No violation of procedure was found. Every clause of the Twelfth Concordance governing Cartographic Synthesis had been observed to the letter. The offending stairwell had simply arrived.

Annex 12 was drafted before the painters had finished, and its operative sentence has never been amended: "Where a Synthesis occurs outside petition, the Tower shall not undo the work but shall appoint a body to determine what the work is." The first such body comprised five Librarians and one clerk, and the clerk, by every surviving account, did the whole of the work for eleven years. His grievance, recorded in a marginal note now held separately for its acidity, was that the Committee had never once determined what the work was, and had instead spent those eleven years determining what the work was not.

Jurisdiction

The Committee's writ runs to any Synthesis performed without petition, including partial Syntheses, aborted Syntheses, and Syntheses that were petitioned but performed in a place other than the place petitioned for. Where an unintended Synthesis is found to be a Comparative Synthesis already governed by the Bureau of Cartographic Standards, the Committee yields jurisdiction — though it retains a watching brief, and its watchers have twice been removed from Chambers by the Standards officers, once with the aid of a pole.

Matters of induced Conceptual Bleed, by contrast, fall to the Committee as a matter of course. The distinction, per Annex 12, clause 9, is that Bleed "arrives from elsewhere," whereas the Committee concerns itself only with "work done in the Tower's own chambers to the Tower's own surprise."

"The Committee does not ask whether a thing should exist. That question is above its station. The Committee asks what, existing, it is, and by whom it ought to be signed."

— Ninth Concordance, Annex 12, preamble

Procedure and the Notice of Arrival

Any Librarian discovering an unintended Synthesis must serve a Notice of Arrival upon the Committee within the same shift. The Notice is a single sheet, filed in triplicate, and requires the discoverer to state only the floor, the hour, and "the general character of the thing." Where the character of the thing resists statement, the sheet may be filed with that difficulty described instead, and such filings are accepted, though they are read aloud at the next session and typically at some length.

Filing does not confer authorisation. Only ratification does, and ratification may be delayed indefinitely while the Committee establishes whether the Synthesis preceded or followed its own discovery — a question that has generated the Committee's only standing sub-body, the Sub-Committee for Dormancy Integrity, and one of its longest feuds, with the Committee of Necessary Splits over which body may sign off on a Synthesis that divides while dormant. The dispute has been open since before the present membership was appointed and is not expected to close.

The Committee's determinations are entered in the Synthesis Ledger on Floor 441, where they appear out of order, in hands not the Committee's, and occasionally in anticipation of the meeting that produced them. The Committee does not contest these entries. A ratification entered before the vote that authorised it is treated as a clerical convenience rather than a breach.

Disputed scope: the Ember Recension

Scholarly disagreement centres on the question of intent. The Committee's practice since Annex 12 has been to treat every unp petitioned Synthesis as unintended regardless of the wishes of its performer; a Librarian who synthesises without leave has, in effect, surprised herself and is recorded as having done so. Against this stands the Ember Recension, a later redaction of Annex 12 held on Floor 306, which inserts the word "wholly" before "outside petition" and thereby excludes any Synthesis that was partly intended. On the Recension's reading, a great many Committee ratifications since are void, and the Marrow Stair itself — arguably half-desired by the clerk who mapped it — was never the Committee's business at all.

The Committee has declined to recognise the Ember Recension on the ground that it was found rather than filed. Committee for Non-Intersecting Jurisdictions has declined to rule on the dispute on the ground that it falls squarely within its jurisdiction. The deadlock is now considered a feature of the archive rather than a problem within it.

Current matters

The Committee has recently taken up a cluster of unintended Syntheses on Floors 550 to 554, where three separate works have appeared in the same room over successive Thursdays and each appears to have been synthesised by the room itself. A preliminary Notice of Arrival has been filed by the room. The Committee has not yet determined whether the filing may be accepted from a floor, and the room has been instructed in the meantime to refrain from any further spontaneous work and to keep its door closed outside convening hours.
