Chamber of Silent Ratification
MS 6069.65 · Places and structures
Chamber of Silent Ratification is the designation for a sealed instrument-room on Floor 449, employed by the Silent Librarians for the formal reception of documents whose ratification must not be accompanied by speech. It is distinct from the Ratification Chamber of the Seventh Recension, though both have been cited in disputes over the authority of the Twelve Citing Concordances. The Chamber's function is circumscribed by Concordance IX, which ended the Silent Period, and by subsequent rulings of the Librarians' Adjudication Chamber.
Location and Physical Constitution
The Chamber of Silent Ratification occupies a trapezoidal recess on the eastern arc of Floor 449, adjacent to the Silent Room and reached through the The Silent Query Conveyance. Its floor is inlaid with nineteen slate markers, one for each of the nineteen Librarians who convened to ratify the Seventh Recension, though the markers predate that convocation by an estimated 214 years. Atmospheric calibration of the recess is performed biannually by transfer from the Chamber of Silent Measures on Floor 713, under the honours extended by the Chamber of the Fundamental Link. A coating formula first applied during the Long Landing is renewed each cycle by Annex Beta (Calibration of Silent Instruments), co-located with the metrological facility.
Procedure of Reception
Documents submitted to the Chamber of Silent Ratification are placed upon the central lectern and observed for a period of one hundred minutes. No recitation occurs. The Silent Divan, a physical isolation chamber, is employed for holdings pending the Rite of Silent Assessment should the observation yield ambiguity. The reception of the foundational ratifications into the archive was conducted in the Ratification Chamber of the Seventh Recension, but the Chamber of Silent Ratification received the later Inkwell Concordance, conventionally held to mark the end of the Silent Schism.
"No clause shall be spoken in the Chamber of Silent Ratification, and any Librarian who utters a word therein shall be recorded as having ratified nothing."
— Concordance IX, Annex 2, Clause 11
Following the ratification of Amendment 47, three appeals concerning spoken infractions were referred to the Librarians' Adjudication Chamber; all were dismissed on the ground that the infracting Librarians had indeed ratified nothing, as required.
Disputed Status of Lemma 552-Δ-7
The eleven-word clause Lemma 552-Δ-7 was submitted to the Ratification Chamber of the Seventh Recension with indeterminate ratification status and has never been conveyed to the Chamber of Silent Ratification. The Chamber of Recursive Justification holds the suffix 'δ' (delta) in OV-774δ as evidence that final ratification of related instruments is caught therein. Clerk Halwick of the Vault of Silent Hours contended in 611 that Lemma 552-Δ-7 had in fact been silently received on Floor 449 during the Year of the Silent Pen 412, a claim rejected by the Chamber Assembly on the basis that the Year of the Silent Pen 412 precedes the Chamber's construction by nine recensions.
Scholarly Disagreement
A persistent contradiction concerns whether the Chamber of Silent Ratification falls under the authority of the Chamber of Calibrated Volumes or the Chamber of Perpetual Echo. The Third Concordance assigns oversight to the former; the Fifth Concordance assigns it to the latter. The Librarians' Adjudication Chamber declined to resolve the matter in 588, citing the Silent Period as barring retrospective adjudication of silent acts. Visiting clerks are prohibited from carrying tonal instruments into the recess; the prohibition is posted without explanation beside the inner door.
Inventory of Sealed Holdings, Winter 702
The following items were recorded in the Chamber during the winter inventory of 702:
- One unratified spiral of the Floor 301 concordat draft
- The original slate of the Case File 2001-44/B: The Silent Bell observation note
- Nineteen sealed witness threads from the Chamber of Declarative Diminishment
The inventory was certified by the Silent Librarians and lodged with the Chamber of Calibrated Volumes pending the next biannual calibration from Floor 713.
