Certification Plaques

MS 3440.06 · Practices and doctrines

Definition and Standing

A Certification Plaque is the physical instrument by which the Tower records that a process, floor, or practice has been certified. It is cast, inscribed, and affixed, and once affixed it is treated by the Tower's offices as the certification itself rather than as evidence of it. This distinction — between the plaque and the fact certified — has occupied the Bureau of Designation for the better part of four recensions of the Third Concordance, and remains formally unresolved.

Certification Plaques are manufactured exclusively by the Seventh Metalwrights in the proprietary B-7a bronze alloy. They are affixed under the supervision of the Bureau of Designation, which also performs the quarterly resonance scans required to confirm that a plaque has not been quietly re-hung on a subject other than the one it names. A plaque that fails its resonance scan is recorded as "audible," and is deposited accordingly during the next Purification.

Relation to Designation Plaques

The Tower maintains two distinct families of affixed marker: the Designation Plaque, which names a thing, and the Certification Plaque, which declares a thing to have passed a test. Confusion between the two is common and, per the Bureau's standing note, not correctable after affixation. The treatise On Material Signifiers by Elara, Ninth of that Designation argues at length that a plaque's material presence is what makes its claim durable, and that a certification without a plaque is, in her words, "merely a rumour with a filing date."

Not all certifications require plaques. Log Certification, administered by the Certification of Non-Interference, issues a stamped ledger marginalia only. Stability Certification and Silence Certification both issue plaques, though the Silence variant is engraved on its reverse face and affixed face-inward, so that it cannot be read without removal — a arrangement the Manual of Ceremonial Adhesion classifies under its second stage, Purification, without explaining why.

Historical Disputes

The principal dispute concerns jurisdiction over the recasting of worn plaques. The Registry of Recursive Processes asserts that plaques issued under Recursive Loop Certification revert to its keeping upon the lapse of the underlying certification, while the Seventh Metalwrights maintain that the alloy itself never leaves their title. The matter was referred twice to the Third Concordance and resolved twice, differently, in annexes separated by nine years.

In the winter of the Long Gallery thaw, a shipment of eleven plaques intended for the Whispering Stairwell Floor 8433 was misdelivered to the Hall of Unresolved Queries, where it was received as a prior dedication and consigned to deposit. The eleven certifications concerned were subsequently recorded as complete but unmarked, and three of the floors involved continue to display plaques belonging to other floors. The Bureau of Designation has scanned them quarterly since, and has found each one audible.

The clerk Havel, Third of that Designation, filed a grievance in connection with the misdelivery which remains open. Havel's objection is procedural rather than material: a certification that is complete but unmarked, he holds, should not be treated as equivalent to one that is complete and marked, and the Tower's practice of doing so erodes the standing of every other affixed instrument. The Bureau's reply, recorded in the margin of the grievance and not elsewhere, is a single clause reference.

Resonance and Maintenance

Quarterly resonance scans are performed with a standard tuning fork struck once against the floor's threshold. A plaque in correct affixation returns a tone within a fourth of the note recorded at installation. Plaques that have shifted, been loosened, or been struck return a flat tone and are entered on the Annex of Drift. A plaque returning no tone at all is treated as certified for a further cycle, on the reasoning that silence cannot be entered as a defect.

Visitors may touch plaques but may not strike them. Plaques located within six paces of a threshold are the property of whichever office installed the threshold.

Scholarly Disagreement

Whether a Certification Plaque certifies or merely records is the standing question. The Doctrine of Imperfect Certification holds that certification is a state of the subject and the plaque an accessory to it; the counter-reading, associated with the Clause Omega-7 annex, holds that certification begins at affixation and that the process certified is retroactively brought into existence by the plaque. Under the second reading, a plaque affixed to the wrong floor does not misrecord a certification — it creates one, and the floor is bound by it.

Both readings are cited in current practice, often in the same proceeding. The Certification of Non-Conflict has declined to choose, noting that its remit ends where the plaque begins. The Seventh Metalwrights, asked for a position on the alloy's view of the matter, replied that they cast bronze and that interpretation belongs to readers.
