Bureau of Transient Forms
MS 5929.35 · Guilds, orders and offices
Bureau of Transient Forms is the custodial office charged with the registration, movement, and periodic dissolution of entities whose ontological persistence does not exceed the interval between two successive verifications. Established under the Twelfth Concordance, the Bureau operates principally from Floor 233, within the antechamber of the Repository of Provisional Forms, and maintains a standing deputation to the Bureau of Ambiguous Forms for matters touching the Doctrine of Antecedent Forms.
Jurisdiction and Statutory Basis
The Bureau's authority derives from Clause 7 of the Twelfth Concordance, which vests in it "the care of all forms that arrive without pedigree and depart without certificate." This wording has been the subject of continuous dispute with the Bureau of Reverification, which asserts that any form susceptible to the Ritual of Periodic Verification falls under its pre-stamped jurisdiction. The contention was partially settled by Concordance Supplement 44-Δ, "On Transient Phenomena in Regulated Spaces", which affirmed that the Bureau of Transient Forms holds primacy "until such time as the form in question acquires a second witness" (Concordance Supplement 44-Δ, "On Transient Phenomena in Regulated Spaces", Annex 2, §3). The Bureau of Registry supplies the standardized Amp apparatus by which transients are logged, though the Bureau has on three recorded occasions rejected the apparatus as "insufficiently forgetful."
In practice the Bureau issues Transient Credentials to entities under its care, authorizing movement between designated public floors. The Subcommittee for Transient Biological Annotations operates beneath the Bureau under the Provisional Codex for Transient Custody, and its annotations are filed without contradiction to the parent office.
The Incident of the Seventh Winter
During the Seventh Winter of the Tower's recorded calendary (counted from the Third Concordance's ratifying snow), a clerk of the Bureau — Hestram Vell, duly sworn and since unrecorded — admitted forty-one transients to Floor 419 without the countersign of the Bureau of Structural Hermeneutics. The forms, described in the margin as "shadows with opinions," were discovered in the Gallery of Implied Forms by a visiting recensionist from the Archive of Resonant Forms. Vell's defense, entered into the Archives of Transient Impressions, held that "a form which does not stay is not a form which trespasses" (Vell, marginalia to the Twelfth Concordance, Winter Recension). The Bureau of Ambiguous Forms issued a standing order transferring precise shadows from investigative to clerical purview, thereby nullifying Vell's plea retroactively; Vell was reassigned to the Office of Unbuilt Forms and is not spoken of above a whisper.
Dispute with the Repository of Provisional Forms
The Repository of Provisional Forms has long contested the Bureau's independence, claiming that "implied forms are merely unresolved provisional ones" and that the Bureau is therefore a subordinate scriptorium. The Bureau rejects this, citing the Fortieth Concordance as amended by Concordance Supplement 44-Δ, "On Transient Phenomena in Regulated Spaces", which names the Bureau distinctly in the tripartite review process for acquisition. The feud reached its formal height in the year of the Grey Aperture, when the Repository withheld three seals required for the Bureau's Transient Integer Assignment. The matter was referred to the Bureau of Implementable Abstraction, which jointly oversees the Vault of Latent Forms and ruled, ambiguously, that "both offices are correct and the forms are elsewhere."
Scholarly Disagreement on Duration
A central disagreement concerns the maximal interval a form may persist and remain "transient." The Twelfth Concordance sets no figure. The Fortieth Concordance implies a limit of "one full turning of the spiral," while Concordance Supplement 44-Δ, "On Transient Phenomena in Regulated Spaces" reduces this to "the period between two stamps." The Bureau of Reverification holds that the contradiction is resolved by the Ritual of Periodic Verification itself, a position the Bureau of Transient Forms rejects as circular. As the Librarian of the Gallery of Resonant Forms observed in a minority recension, "a form that waits for its stamp has already become something else, and the Bureau catalogues the wait, not the thing" (Gallery of Resonant Forms, Minor Recension 12-β).
Customs of the Floor
Floor 233 observes the custom of the Closed Ledger: no visitor may read the names of transients who have departed, and the ledgers are bound with covers of unbleached canvas. The Bureau permits entry to the antechamber only upon surrender of outward-facing reflection, a rule instituted after the Corridor of Transient Anomalies reported a doubling of forms following a mirror's unauthorized transit. Refreshment is provided to petitioners in the form of cooled water drawn from the Vivarium of Conditional Forms, which the Bureau notes "tastes of the condition, not the creature."
"The Bureau of Transient Forms is the only office whose files improve by being lost."
— Archives of Transient Impressions, Prefatory Note to the Winter Codex
The Bureau's current disposition toward the Rights of Transient Entities remains unsettled; a draft concordance prepared in the Affective Genus reading-room was withdrawn after the Bureau of Ambiguous Forms noted that the rights in question "presuppose a form worthy of the name." The Bureau continues its work without resolution, as is the custom of the Tower.
